Default Stars Without Number Skill Points

In Stars Without Number (the revised edition), do you get skill points at Level 1? Or just your background and free skills? It seems very restrictive, like it barely gives any skills.

At first level, you gain the fixed skill from your background, then either two that you chose or three that you randomly roll from on your background's tables, and then the skills you get from your free focus and whatever focus your class grants you. (Or two psionic skills as a psychic.)

So, say if you're playing an expert, you can start out with training in 6 skills out of ninetee, three of which are just different forms of combat so most characters will only ever want one of those if at all. Also keep in mind that aside from those, skills cover a pretty broad level of competence and even a single level is supposed to signify enough basic ability that you dont have to roll in many situations.

That said, is there a particular character concept you are finding hard to create at first level? Maybe using specifics could explain it better.
