The distinction is that they only exist in their own fiction, dragons as kami are a concept which predates the idea of kaiju, which only really arose when paleontology started discovering large critters and didn't actually enter common coinage until the movies.

King Ceaser is literally a giant Shisa--a variant on achinese guardian lion.

Which is to say, a guardian deity with records going back centuries before the concept of Kaiju can be considered a kaiju, if it's big enough.

And as I just remembered: Toho also has a Kaiju called Manda who is literally an Eastern Dragon

Back on topic if dragons are kaiju would that mean the name of the series is "How to Train Your Kaiju"? I'd totally watch a film (series) about viking learning to ride giant, Japanese monsters.

I think that Vikings will be Japanese since Kaiju originally come from Japan.

Kingdoms & Kaiju, Kaiju In The Playground. These two ideas are very good and make good money out of it. Yes, giants are or should be considered kaiju as well.
