My Warlock somehow has aquired a Rod of the Pact Keeper and Staff of Power .

Yes.
You get +4 to spell attack rolls with Warlock spells, and +2 to the Save DC of your warlock spells as well.
The RoTPK bonus only applies to Warlock spells, and the staff doesnt add to save DC's.
