So you offer to let her have these specific powers in exchange for using them in a job like power production (heatwave could also do the same as jiggawatt turning steam turbines) Seems an equitable exchange to me.

Whatever the heck she wants to within the bounds of law? Flight, teleportation, whatever. Just because she cant rob banks doesnt mean she cant use her powers. Get a decent paycheck, get a suite of super powers (you might even be able to negotiate extra ones in your contract if you had a specific set in mind) and have a career while being backed up by the government so long as you keep your nose clean. I would be on that like a shot. There are all sorts of jobs that could be similar to the superman treadmill one where a specific power set applied in a 9-5 job would net the government tons of profit which in turn nets me powers, paychecks, and a nice life.

This might actually work out really well. I know I would most likely go for this given an opportunity: steady fat paycheck? Here I come! The fact that it would be a productive job that also comes with some superpower perks is a great bonus.
