These only give you a container for focus. Gaining focus still demands you have power points.

Linked Bestow Power. Do all of your wilder azure whatever stuff and empty your PP manifesting a power and just link that power to Bestow Power so you gain 2 pp next round.

Be an NPC controlled by the DM. NPCs are automatically assumed to begin each encounter psionically focused as long as they have at least one feat or ability that cares about it.

So theoretically, a Divine Mind with the Ectopic Ally alternate class feature psionic like ability, could still gain a psionic focus, even if he has 0 power points left?

PLAs don't allow you to gain psionic focus AFAICT. They only allow you to take psionic feats. You still need power points.

NPCs are different. They can start every encounter with psionic focus, even if they have no power points. This is explicitly only for non-player characters.
