Mephistopheles is one of the Lords of the Nine in Baator. I believe he rules over eight layer in Baator, however, I forgot the name. He is pretty flamable, you could say that

Ok.. so let me get this straight... the fact that the create a vampire spell is epic... the timestop spell he uses does things a regular non-epic time stop can't do.. the title of the episode is "epic" ... and this is not evidence the guy is epic.. how, exactly?

Just because he doesn't use his epicness in the best possible way (why did he get stopped for a few seconds by a hold portal spell, etc) does not mean he isn't you know. Afterall, he SAVED the main antagonist since his team was doing TOO GOOD a job, and there would have been no story right of the bat...

We're only saying that the making of Vampire Lana [Lang] is Epic magic because we can't think of anything else at the moment, it seems a touch inefficient to me to make a single vampire with an Epic spell anyways. Next, we're fuzzy on whether the unconscious Lana counts as an unattended object. If she does, then nothing in that Time Stop was out of the scale of the spell.

the creation of a vampire is a strong hint.

Alternatively he could be a vampire himself, Lana was not quite dead yet so he sucked her dry, but I sorta doubt it.

Or he could have summoned a vampire (Gate, Summon Undead, for example) and then destroyed it, making her a free-willed vampire (Assuming she had the appropriate number of HD)
