They already lost to the Exalted, and I think the Discworld too. WH40k is not a god mode.
To answer the question.. in general, it doesn't really take that much. Either a universe fueled through rule of cool, or another realistically numberred Sci Fi Galaxy. Honestly, their stuff isn't that ahead, technologically, by and large (Do note that we could carry out an Exterminatus with currently existing technology. Wiping out all life on the face of a planet, and /destroying/ the planet, are completely different things). They just have tons, and tons, and tons of people, because it's a sci fi galaxy on a 'realistic' number scale of people and the like. The trick is, most Sci Fi galaxies /aren't/ placed, canonically, on a realistic number scale, if they even cover an entire galaxy (Which I don't believe they'd need to do. Most, though, definitely; A unified command structure and much better coordination should overcome a small numbers advantage)Last edited by Rutee; 2008-01-25 at 10:25 PM.

The whole universe?
The Culture could do it.
The Xeelee could as well.
If you remove plot restrictions the Asgard from Stargate SG-1 could do it.
So could the Ascended Ancients and the Ascended Ori. Hell 1 Ascended Ancient could prolly do it on his own (if the other Ancients didn't intervene).
If you remove plot stupidity then the Asurans could easily do it. The regular Replicators could as well.

Oh. The Systems Commonwealth pre Magog invasion could do it.
I don't think that the High Guard would be unwilling to use Nova Bombs against the Warhammer people and if they do they win. They just go the nova bomb anything not ours route. Jump in system and fire off 1 Nova Bomb then leave, problem solved.

Actually the technology of the Imperium is Highly advanced, they just don't know how to use it. For example, data storage on Terra is in Molecular storage devices, highly advanced. But it's impossible to apply.
Also, 40k can actually destroy planets. Dark Angles Fleet, Ambushed by their homeworld upon return, looses a large portion of their fleet in the opening salvo. They then fight an incredible fleet vs planet battle against their homeworld, and in the process actually cause their planet to splinter apart. That's alot of firepower for just 1 fleet (not even the largest or most powerful fleet, ambushed, and against an opponent fully capable of fighting back no less).

Yeah, the Imperium of Man can Death Star (as in blow into little itty bitty pieces) planets with single shots. They don't because those torpedoes are a pain to make and/or rare but they can do it.

Hehe. I was kind of just bitter since I'm watching Gundam Seed Destiny, where Kira has survived the most impossible deaths and situations ever. Sorry, bitterness on my part.
On a more serious note, my vote is for Thrawn. Sure, he can't overpower anybody but give him some time and some data and he can out think, outmaneuvre, and destroy any foe.

Doubtful; If it were something he could do at will, or even just once, in his current state I imagine he'd do it to a Rogue Primarch, or to some rival leader.
Plus, would he? I'm under the impression that he'd be pretty pissed with the IoM at the moment, since it's completely and utterly perverted his teachings.

Hm.. but why wouldn't he exterminate a xenos or two if he could? Isn't he the one who created the anti-Xenos sentiments in the first place?
Also, another contender or two; Super Robot Wars in general (Interstellar empires are par for the course enemies, given the parent series' enemies), and more guaranteed, the Space Runaway Ideon on its own.

Darth Revan and Thrawn with all the resources of the Rebellion-era Galactic Empire could probably put a rather sizable dent into the Imperium.
Mara Jade could do it, because she has Mary-Sue coming out the ying yang. Then again, The God-Emperor is pretty much the Sue to end all Sues (he's GW's poster boy, after all) so that don't work.
