The healthy lizard is also has partial cover as well as half cover. (the 15ft tall/ 10ft wide statue is big enough to partially cover that lizard even at your elevation)

Graaf-Niig
Seeing that the plant-creature has been targeted by most of the party, and not wanting to over-kill it, Graaf-Niig targets the injured lizard with several bright balls of magical energy, hoping to eliminate it quickly.

The hobgoblin sends four small orbs of force careening into the damaged lizard, which promptly becomes small flying pieces of a very dead shredded lizard traveling in different directions.
Amilia and Oggy keep up their fire, and between them land three arrows into the plant, which reacts in pain.
Barag contines to drive into the plant a virtual whirling machine of death and successfully lands a scoring bow with both blade and fang. He also discovers that plants are immune to critical hits.
The plant is oozing from a dozen wounds and would likely have been long dead, were in not for the electricity. Even so it looks like its time is close to an end.
The last lizard starts to scuttle across the peninsula away from the group as it stays low to the ground and tries to hide. Hide - (1d20+11)[27]+distance.
Orian's fire elemental springs into being at the beginning of his turn.

The battle hasn't quite ended yet...
The plant reflexively swats at the approaching fire elemental, and connects heavily sending all but shattering the small fiery entity. The fire elemental survives just long enough to attempt one attack (which misses) before with a shimmer returning to it's home plane.
With a rustling hiss the plant turns on it's lupine tormentor, and misses. Twice.

Ok,
So I have an action from Oggy (He advances 60 ft forward)
I still need actions form Amilia, Graaf-Niig, and Barag. Readied actions, delayed actions, total defense, or even completely disregarding the others while continuing to attack all works, but I need something.
Combat rounds do not 'end' until all the participants 'pass' by delaying an entire round in some shape or form.

As the plant responded, Oggy considered for a moment. There may just be a way to turn this foe into an ally, or at least make it work for them. He spoke again, uttering in the flowing sylvan tongue ad pointed past the portal.

Hearing the plant's response, he scowled. This wasn't working too well. If they couldn't make it work for them, they could at least remove it from the equation. He grinned wickedly. Why not make it someone else's problem?

Your argument is convincing enough to give the plant pause.
Someone who speaks sylvan will need to make a diplomacy/intimidate/bluff or other related check to determine the extent of success.
Still waiting for an action for Alanor, but anyone can contribute to the conversation if they wish.
