    2. The High Court needs to have much more clearly defined powers and functions. As it is, it is vague; either it will prove ineffective, or tyrannical.
    3. Every time the word vote is mentioned, it needs to be defined. Simple majorities, 2/3 majorities, 3/4 majorities, unanimous decisions?

    As an off-the-cuff response,...
    1. Leonoes was honestly picked pretty much at random, I pretty sure he will trade his seat with you.
    2. The High courts duties are as follows.
    1. a last court of apeal to any wh obelieve they were unjustly treated by their moons high court. Accepting a case requires a 3/4 majority among the Justices. They would use the punishment system of the moon the defendent is from.
    2. Act as a court for war crimes. Guilt would be determined by a 3/4 majority. a 51% vote is needed for the decided punishment.
    Also, hopefully the home moons ability to strip any Justice of their title would help prevent Tyrany.
    3.For the general Assembly, votes are 60% for guidlines and and 80% for sanctions, laws, or millitary actions.

    Hello citizens of Shevet, and our lovely off-world listeners, wherever you are! I'm your host, Serbal Shevet - cultural commentator, fly on the wall, your darling Sheveti - and welcome to a special short broadcast of Sheveti-teri.

    Why a special broadcast you ask? Well, just in case you haven't heard, the Gathering-At-Dawn just announced this morning that Shevet will be hosting the first official interlunar conference of Aseio! The Gathering-At-Dawn's campus has been extended to annex the part of the northwest green field, right at the overlap of Mother's Milk West and Sook Odo North. And, at this very moment, the local MM West Architect's Coop is building what the Gathering hopes will eventually be a permanent structure for interlunar affairs.

    Plans are still very tentative and information scarce, dear listeners, so I'm afraid we'll all have to be patient. Right now what we do know is that the coop's busy putting a Pavilion up for a visit from the leaders of the Olympian polity. We'll have more information for you by the end of the day! Look for us in your Information Commons access!

    ... Oh, and before I forget, look for me later today at the Underhill West Auditorium. We'll be covering the concert from the visiting Iero artists, and we're hosting a speak-in-common at the nearby recreation commons.

    The Hegemonic character of the charter, not to mention its incredibly byzantine wording make it entirely unacceptable to Agamemnon. Even if we were willing to dig through the morass to the meaning of each article, we would be entirely rebuffed by the casual placement of some moons in a position of superiority over their fellows. Before any negotiation can take place, this feature must be removed.

    Terms of Surrender Imposed on Kharta

    As per the previously released terms of surrender, the Khartan Intelligence agency is entirely disbanded, as are its orbital defenses. 5 Wealth obtained from the liquidation of these facilities are sent to Agamemnon as reparations for damage in the initial invasion, unprovoked nuclear strike, and subsequent lunar warfare.

    ((Not sure what the rules are for moving this from one moon to another. If it costs space, I'll reconsider my options.))

Having recently established extensive operations on this moon and on Hades, we now have the unique capability of serving the interests of our constituents better than the government can.     ((The TIC built 3 points of economy, 1 point of Civil on Kharta this turn. See IC post #97, which hasn't been edited at this point, for confirmation. Already ran this past Eldan, was waiting for him to post it, but I'm impatient, so here we go.))

    Toward the end of the Theian year, as T.I.C. operations on Kharta are starting to get into full swing (OOC: The money is spent, the factories are built, they're just about to flip the switches), the head of T.I.C. Kharta wakes up to a strange thing-- black. While the old guy looks around to verify if he's gone blind, had a stroke, or something else, he notices that he is, in fact, staring into the barrel of the 18 inch cannon on the Agamemnon Mk XII Main Battle Tank, which gained entrance to his abode through the now much flatter bedroom wall.

    All over the Moon, Agamemnoniite forces move to secure the undefended industrial facilities and management buildings, forcing the TIC executives out and replacing them with provisional-government loyal Khartan citizens, overseen by imported Agamemnoniite Bureaucrats. The displaced TIC personell are thrown in a high-security prison.

    The TIC executives are brought before a court, with a judge from Gaia and a jury composed of native Khartans, recruited from the Olympia-supported regiment. They are charged with Espionage, Subversion, Sedition, Treason, Fraud, Embezzlement, Extortion, Corruption, Insider Trading, Grift, Racketeering, and Failure to Pay Parking Tickets.

    ((Waiting on Moody for the verdict and Thymin for sentencing, if the verdict is guilty.))

    The facilities are turned over to the newly-created Agency for Khartan Rehabilitation, Bureaucracy Area 47 (AK-47, for short). AK-47's mission statement promises to spend its resources for the betterment of the people of Kharta, to behave in an economically responsible manner, and the improve Kharta's overall standard of living by applying modern industrial techniques. It further promises that it will not seek to influence the government of Kharta in any way.

    "Today, Agamemnoniite forces re-appropraited the assets of the T.I.C. Khartan office into an organization dedicated to the well-being of Kharta. We would caution the T.I.C. against further economic imperialism, as we feel it is irresponsible for a corporation to control as many resources as the T.I.C. is attempting to, and we are not alone. Also, we have tanks. Big ones. That is all."

    We will not discuss all of the evidence presented in this case, but it will suffice to say the following:

    That we have heard testimony from numerous upstanding eyewitnesses.
    That we have seen documented proof of the link between the TIC and the Helian government.
    That we have seen documented proof of the Helian government offering to rent out its nuclear arsenal in a mercenary fashion.
    That we have seen documented proof of the TIC's plot to usurp the government of Kartha as laid down in the Treaty of Kartha for the sake of profit.

    Really? we have heard of no such plot. .
    We would also like to question this courts ability to exert authority on the following grounds.
    1. none of the judges are from the moon the court is based on.
    2. The court was formed, with no prior reasons or warning given, without any notice to anyone operating within its jurisdiction, and with no high level figures from the moon is the case is based on.
    3. The court used military force to apprehend civilian assets, with no warrant and no due process or lawyer.
    4. The court is made up of only some of the members of the liberating forces
    5. The court did not allow the defendant to make a defense
    6. there is no unified body of law to define the charges laid against us.
    7. It is unclear which legal system the court is using.

    I find it curious that the Helian government, when faced with the justification of their guilt, chose not to plead their innocence but rather contest the authority of the court to enforce a sentence. This court represents the will of the people of Kartha, the sense of justice that transcends lunar boundaries, and the power of execution of the coalition forces that were committed enough to the Karthan cause to still be present. It has my full support.

    Cellis Draka and the rest of the dogs that claim to govern Helia, ask no further questions of the jury. They will not answer you. They have returned a guilty verdict, and they will speak no more. There is no recourse to appeal this decision. The only decision you have left is whether you will admit the guilt of your TIC executives and wash your hands of the whole affair, or if you will defend them in the court of force, defying the will of the people of Kartha and invading it a second time, embroiling your moon in a war it will not win to defend a few morally bankrupt ******** who aren't worth the words we're spilling over them.

    Unrest in Helia

    Protest marches dominate Helian streets today, as the peasants demand more civil rights. A sudden wave of attacks on various freemen supports their claim, as several freemen are discovered murdered, and almost the entire Helian infrastructure collapses, transportation, bureaucracy, health and welfare, everything.

    4 points of Helian civil are sabotaged, 1 Unrest breaks out

    A new faction emerges in the chaos, the so called Helian Emancipation Party of Comraderie (HEP C), which takes full responsability for all the actions taken. Their leader, a man who calls himself "Spartacus". Soon, a small pirate radiostation releases the following press release by spartacus, backed up by posting it all over the various lunar networks:

    Slaves of Helia:
    For too long the Freemen have traded us like cattle.
    For too long they have enjoyed the fruit of our labor while hosting us in hovels and feeding us whatever they pleased.
    For too long they have lived like kings, with no moral recourse, no reprimand, and no checks. They have drained the life from the people of Helia, and they have profited from it. They are lice, swollen with the lifeblood stolen from generations of disenfranchised Helians! NO MORE!

    Rise up with us! We have hurt them! The surviving freemen cower in their bunkers while the heads of their compatriots languish on pikes in the street! Together, we can take them down!

    Soon, the HEP C takes further action: this time, they attack Helian factories and companies. Well placed bombs hit production centers, brigdes and trainlines, therefore severely limiting the Helian production capabilities.

    Haha, good show! Interestingly enough, Shin-ra's Civic Development Department's Guide to the Galaxy has long defined the Helian government as "a bunch of mindless jerks who'll be the first against the wall when the revolution comes." ((OoC: Hitchhiker's Guide to the Galaxy, anyone?))
