A few unrelated questions...
1) The wording on the feat Adaptive Style is somewhat vague. Can a Warblade with Adaptive Style use a full-round acton to change what maneuvers he has readied for the fight *and* get them refreshed and ready to use?
2) I am Away From Book. When you are a level 10 Master Specialist (Aburation), what is the range you can lob your personal range abjurations as Touch spells?
3) Can the Phantom Steed use the Run option? If not, does that mean it is stuck with double-moving?

2 When casting an abjuration spell that is an emanation centered on you, you can instead choose to cast it as a touch spell that emanates from the touched creature.
3 IMO No, One quasi-real, horselike creature

Ok, that doesn't help me at all. Under what circumstances might it be different? Either you do it or you don't. There is no "it changes each time you do it" with the feat.

I disagree the spell describes the factors that change the mount's speed:
The mount has an AC of 18 (-1 size, +4 natural armor, +5 Dex) and 7 hit points +1 hit point per caster level. If it loses all its hit points, the phantom steed disappears. A phantom steed has a speed of 20 feet per caster level, to a maximum of 240 feet. Right, it's speed is 20 x CL, max 240. It's kind of like how your speed is 30 for most medium creatures or 20 for most small. When you run, you move your speed x 4 in a straight line and lose your dex bonus to AC. This does not change your speed, it merely multiplies it for the distance you can move in this round.

Other effects that enhance speed often say, "to a maximum of twice the subject’s normal speed". This does not mean that the creature can no longer run, it means that their base speed is higher, and they can run farther. Speed is not a limit on how far you can move in a round, it is how far you can move with 1 move action.
As always, it is really up to the DM.

There's no such thing as a "quasi-creature". The spell conjures a "quasi-real" horse for you to ride. All that means is that it isn't a real horse, since a real horse can't fly or waterwalk and doesn't go *poof* when it dies.
Basically, all you need to know is that the spell describes the horse's movement speed and never says that it can't run or charge. Therefore, it can do those things because they are options that are available by default to any creature that can move.

Correct me if I'm mistaken, but don't we have a very special thread dedicated to answering questions in RAW form? I suppose if you wanted to continue a line of questioning, or spark a debate, it would be fully acceptable to ask it in a new forum, or if you wanted to know RAI, but for simple RAW questions, please please PLEASE stick to the RAW Questions thread, so you don't clog up the boards with questions.

Modes of Movement
While moving at the different movement scales, creatures generally walk, hustle, or run.
Walk
A walk represents unhurried but purposeful movement at 3 miles per hour for an unencumbered human.
Hustle
A hustle is a jog at about 6 miles per hour for an unencumbered human. A character moving his or her speed twice in a single round, or moving that speed in the same round that he or she performs a standard action or another move action is hustling when he or she moves.
Run (×3)
Moving three times speed is a running pace for a character in heavy armor. It represents about 7 miles per hour for a human in full plate.
Run (×4)
Moving four times speed is a running pace for a character in light, medium, or no armor. It represents about 14 miles per hour for an unencumbered human, or 10 miles per hour for a human in chainmail.
IMO you are only considering the tactical aspect of square. A dragon with a flight movement of 250 feet is traveling 40 MPH so CL5 base movement at 20' a level is 100 or 16 MPH. Phantom Steed has a duration of 1/hour per level
