Hmmm. I won't be too upset if City-States wins; it's generally a great setup for RPGs. But somehow it just doesn't feel right for this setting to me. Multiple Large Empires seems boring in combination with Several Large Continents geography. One Global Empire seems boring in combination with monotheism.

City-States really doesn't fit the feel of this, from what I can tell. If this was based on Ancient Greece, then absolutely it'd be the way to go. This is based on Arabian Nights, though, so I'm thinking something like
Many Large Empires (or at least Many Large Nations) might fit better.

City-States. I like the variety they can incorporate.
Step 1: Get workers to make goods for you.
Step 2: Sell the goods for a higher amount than what you pay the workers.
