612 for me. Belkar continues to be awesome, plus we get the triple-shot jokes of "it wouldn't kill us to let you in", "let me massage your feet", and "brainy pete". A great mix!
The suspens for the three first panels, the awesome big panel "Alive, In danger, Belkar" with the shadow of the ranger, the first act of Mr. Scruffy as an animal companion, the kiss...

That's not surprising; the actual title of the song is "I Need a Hero." So, you know, reference.
611, 612, and 613 all have some great lines from Belkar. I'll go with 613, where he's in maximum "I'm a badass" snark mode to both his foes and his teammate.

This was not a tough choice. 612 has Brainy Pete, the maxims of Belkar and, above all, the awesomeness of CoL. 613 is one of the funniest in the series (Pickles... trade secret... awesome). And 615 wins almost entirely for Hank & co. (Though Icy Burst does help).
However, once in a while I am compelled to reread OotS, not for the comic in general, but because one strip just draws me. 611 would be one of them. So it has my vote.
