Maybe this simply isn't the animation style they're going for. Just like Rich could draw a webcomic with fairly good art but he chooses to use stick figures instead.

Why would they do that though? What's the point of inserting four seconds of a different style of animation? That wouldn't be good, it'd be annoying and disorienting. Sort of like suddenly inserting the scene in "Batman and Robin" where Clooney pulls out the bat credit card.

Eh, I'm going to guess the commercial has better animations because to do that in the show would require them to step up the animations on EVERYTHING. That's when you start having problems. Better to stay within the style of the show and cut down on the quality of one or two things than it is to have those things feel out of place or burn massive amounts of time improving everything.
Then again they may step up the quality for season 2. Not sure if that would be a good thing or not, I've seen a few shows do that and the new animation just wasn't as good.
In unrelated news, this is hilariously awesome. (Most of the others are awesome in a somewhat less hilarious sense.)

That animation was smoother, but looked a little off to me ... and it's not just in Russia. We have that same commercial in Australia (or at least Toys R Us have it, I'm not sure it airs on TV).
I'd prefer the existing FiM animation any day of the week.

Much better budget to time ratio. Also, only 4 of 15 seconds are animated. And since these ads are repeated over and over to sell toys they are made as good as possible to leave a good impression.

Because Russians never do anything cheap (except tractors and toothbrushes). Har har har. Besides a different company (or atleast diff team) probably makes the commercials, possibly even using different software. Not to mention that the animation is only 4 sec long.

As The Hub is half-owned by Discovery, and they (Discovery) are actually the ones in charge of ad sales, it's entirely possible that money has changed hands for this sort of thing.

Money should change hands. Internal transfers of funds in business are very, very dangerous things. If Hasbro just adds all the money it gets to The Money Pile and doesn't let individual businesses have their own accounts and records, then it's impossible to tell which business sectors are failing and which are succeeding.
So YES, if Hasbro needs advertising space from the Hub, it *should* pay market rates for Hub advertising space from it's own marketing budget. That way, no one high up in Hasbro looks at some numbers and says, "Wait a minute, we're not selling any advertising time on the Hub - we may as well scrap the entire station."
When you're a vertically integrated company, each integrated business is a different industry. Care has to be taken to make sure Hasbro doesn't blur the lines between the TV industry and the toy manufacturing industry because these things have very different environments.
EDIT: It's not the right hand giving money to the left, it's providing a way to determine if we should cut off the deadbeat left hand who just gets by on the strength of the right.
