* The Aquatic Elf in Stormwrack is erroneously (?) listed as a LA +1 on Table 2-1 (p. 34). In their Racial Traits entry (p. 40) the have no listed level adjustment. This is a case of text trumps table.
* The Crucian is listed in some sources as a playable LA +2 with no RHD. In both Miniatures Handbook and Sandstorm, it's monster entry lists it with 3 Humanoid RHD. The confusion probably comes from the "Crucian Characters" section in Sandstorm (p. 145) which omits racial hit dice as part of the description. For the sake of completeness, please see below for Crucian Racial stats, in case it is another case of text trumps table (although I don't believe this to be the case). Note: The reptilian subtype was present in MH, but not in Sa.
Crucian - medium humanoid (reptilian ?) (Sa) +4 Str, -2 Dex, +6 Con, -2 Cha, Druid, LA +2
* I'm going to mention the Petal from MM3 here - their LA is listed as +2 (cohort), meaning they are only intended as NPCs, but many groups handwave this and allow them as playable race:
Petal - tiny fey (MM3) 15 ft move, fly 60ft, -8 Str, +10 Dex, +4 Con, +4 Int, +8 Cha, Sleep Songs, DR 5/cold iron, (?), LA +2
So who are the "winner and losers" on the total ability mod front?
LA +1: Blue, Dromite and Snow Goblin come in at a pathetic -2. WotC have some serious hate for Goblinoids. Empty Vessel is the clear winner, with +10 (with bonus skills and a bonus feat to boot). Catfolk and Merfolk net a +6 to abilities.
LA +2: The Gloaming and Volodni come in at +0, while the Ixitxachitl comes in at +10 (weighed up against no land movement, of course).
Well, obviously most people are aware of the Master Player Race List, which lists all the LA +0 playable races in 3.X.
It struck me a while back, that there was no equivalent for LA +1 and LA +2 races. Since the Level Buyoff optional rule from Unearthed Arcana is commonly used for LA +1 and LA +2 races, it might be nice to have a "master list" for them, as we do for LA +0.
So here is my project, to create a list, as complete as possible, of LA+1 and LA +2 playable races. I would ask that if people notice any errors or omissions in the lists, please point them out, and I will update it accordingly. I don't claim this list to be comprehensive, so additions are welcome.
At the current point in time, I have no plans to create a listing for LA +3 or higher, nor to create a list for creatures with racial hit dice. The list also does not include templates. These might be projects for the future. Also, I have not included sources such as Dragon Magazine, just as the Master Player list does not (I'm also hesitant to add Dragon Magazine material as I don't have copies of them to fact check their stats).
OK, the following seems to be unclear:
This list does not include creatures with RHD. This also means that creatures with RHD and "monster classes" are not included. The ECL of these characters will be class levels + LA (i.e ECL 2 for LA +1, ECL 3 for LA +1, at first class level).
The list does not include templates - all of these are races in their own right, and not templates applied to other creatures.
The list only includes "official" WotC books (including Dragon Magazine Compendium and the Dragonlance Campaign Setting). It does not include Dragon Magazine - this is not an indictment on this material, just that I have no (legal) means to verify the stats of these races.
Fey-Touched is a template from Fiend Folio, and Half-Fey (+2 Dex, +2 Wis, +4 Cha, -2 Con, Wings (2*base land speed, good manueverability), immunity to enchantment, SLAs, +2 LA) is a template from the same.
If you want templates, Draconic (RoTD, +2 Str, +2 Con, +2 Cha, Claws, +1 LA) is also decent.
Fey'ri (Races of Faerun) can be LA+2 or +3 depending on which of their special abilities you pick, but their "base" stuff includes: +2 Dex, +2 Int, -2 Con, Medium Outsider (Native), Alter Self (sp).

I'm surprised there are so few LA+2 races with no racial HD. For some reason I always though there were more of them...
LA+2 often hits a 'sweet spot' to me, powerful enough to be worth it if buyoff is allowed. Some of my very favorites are on that list, including the gith, half-ogres, and karsites.

Yes, me too.
Also, the CR calculation for these races isn't always made clear (for NPCs). I generally use the Drow & Karsite calculation for LA +2 races. CR = class levels for NPC classes, or class levels +1 for PC classes.
I'm not sure if this is correct, but I've done some work on the Empty Vessel. We're given the skill modifiers without the spirit, so I used these to calculate the number of ranks the 4th level telepath put into Sense motive, Bluff, and Knowledge: the Planes. 4 each.
That gives us ability modifiers to those skills of +3 int mod, +4 Wis mod, and +3 Cha mod. That's what the telepath has. However, the " Characters normally have these scores before adjustments " gives us 13, 14 15, for... +4 Int, +4 Wis and +2 Cha. If we take into account +1 int for 4th level, and therefore a +2 Int mod.
If we do the traditional all 10 scores, the scores fit for -2 Dex, +2 Dex, +6 int, +8 Wis, +6 Cha. That's a bit extreme. Which one is correct? If at all?

But which stats are correct? I assumed you had some sure source to point to, since it's such an odd case. Without ability adjustments it's rather poor but quite powerful with the ability adjustments.

While we're on the topic of OA - in case you weren't aware - the Hengeyokai were updated in Dragon #318. They were changed into Humanoid (Shapechanger), and had their +1 LA removed, though that's dependent on you having Dragon allowed.
OK, made a few updates. I added the Jaebrin and Dolgrim, and adjusted the stats I had on the Empty Vessel (thanks to Canadian 9th and The-Mage-King for the heads-up with that one).
If anyone can think of any others I've missed, or corrections to any of the above, feel free to let me know.
Got nothing to say now, but after pouring though a few of the more obscure books I might.

Because the difference between an Inspired and an empty vessel is a Quori possessing it? After the "Empty Vessels as characters" section, theres the "Inspired as characters" section. That is what isn't PC suitable.

...You did read the part where it said that vessel is given the elite array, right? And yes, I notice now that I messed up with the statement of that being when possessed...
