I think I'll take a "conspiracy" story. He was surviving in the wild after having woken up from his criostasis. The government found him, took him to a secret facility in DC, while he couldn't quite fight back. And now he's broke out in time for the speech =D
(I think I need permission for that, it seems like the kind of thing that might influence in the storyline)

Artifacts and Equipment Dragon’s Maw (Artifact ●●●)
The Dragon’s Maw looks like an orichalcum grimcleaver. That appearance does not last long. Upon entering battle, hundreds of tiny blades, linked to a rotor. Once it starts spinning, the blades generate so much heat they actually glow white-hot.
The spinning blades negate the external damage in an attempt to maim a target. Besides the wielder may pay 3m, igniting the teeth, and turning it into a spinning fire star. The bite easily melts flesh. If this enhanced attack deals two or more lethal levels of damage, the wound penalty of the target is increased by 1 for the rest of the scene. This power does not stack

Last Minute Dawn is a Orichalcum Thunderbolt Shield. It is engraved with images of the sun, and it has several prayer strips placed on it, all of them glowing gold whenever sunlight touches. At the center lies a perfectly good ruby, which seems to spread red cracks. Close to those cracks, the shield glows white hot

Back in the First Age, when he was human, Elesias Galt was a hunter. A different kind of hunter. He’d run up to his pray, he’d outrun it, and only then he’d kill it, or when it was aggressive, he’d fight it. This earned him a number of scars. Not that he ever cared. Elesias Galt was always emotionless. He didn’t felt a thrill while fighting, even if it was for his life. He didn’t feel pity when he killed a beast that didn’t try to defend itself.
And then one day, during a hunt, bathing in a lake, he met the most beautiful girl he had even seen. She ran away the moment she saw him spying. And in his first surge of adrenaline and emotion, Elesias Galt wiped out the entire forest out of its beasts. No elk, no deer, no wolf, no bear, no nothing survived him that day. He stalked through the woods, a slashing throats, nerves, maiming legs, stabbing eyes. As the moon was high, he met with the legendary beast that was said to roam the woods and drive away all hunters when they met them. They called it Dragon, and the name inspired fear enough, but it wasn’t really a dragon. It was a gigantic lizard thing really. It’s scales were made of iron. Elesias faced it. His blade shattered against the iron scales. He should have died. He didn’t. He used fire to blind the beast. He used supernatural strength to tear off one of its hands. He used the things own claws as weapon against it, killing it. And as he bathed in the blood of the Dragon, he Exalted.
As a newborn Exalt, Elesias went to the Deliberative. He became The Conceptual Ideal Sword of All Knights. But most important of all, he met the woman again. She was the first person he grew emotional attachment to, and possibly the only one who could make him feel anything that was not boredom or hatred. Their love life lasted for quite a bit. She trying to teach him, how to be civilized. And he had no reason why she stood with him et all.
Until Usurpation came. He was fighting a unit of Dragon-Blooded, when he got badly injured. She asked him to come to a laboratory of hers. He killed the Dragon-Blooded and went there. She said she had a plan and had him drink some tea...it had a weird taste. He felt…sleepy and tired. He woke up a few days later, inside a vat. She said her goodbye. She couldn’t stand his death, so she’d save him. Put him into slumber, in cryostasis. Those were the last words he heard in a long time
Elesias woke up…many many years later. Coming out of the vat, he saw an axe, a shield and some chainmail armor. All of it, with a note, that survived the years, “My last gift for you” it said. So he came out of the laboratory, at the bottom of some lake. Upon waking up, he lived in the woods, a hunter once more, believing himself the last survivor of the world. He did make plans to explore, once sufficient supplies were found. The chance didn’t come. He was spotted by agents of a secret government organization. Curious as to see these humans, he lowered his guard for a bit. A fatal mistake. They sedated him and took him away to some facility
They underestimated him. They didn't took his chainmail. And most importantly, they let him make an ally out of a cat that roamed thier facilities. Once he saw himself well fed and rested, the facility fell before him. He summoned the axe and the shield he was given in the lab. Orichalcum cut easily though metal. He killed many of the agents, and upon coming out to the outer world, found himself in some speech…

Ah, beautiful :D I guess you are not a native speaker, but your english is really nice and your writing skills are so... smooth :3 [I'm a little jealously :-P]
I also have found the backstory very romantic and original. I like to think about Solars as paladins of virtues, but the character is more Lunar-like, what is pretty cool! And this epic-personal motivation with "finding true love again", mhm! :-D

... How would a First Age Bronze Tiger have any firearms training? Not poopooing your idea, just curious.
Also, you have another specialty to take: you payed for two, and you get four for free, but only have five on your sheet, leaving one.

The First Age had the Alchemical Shooters, the Implosion Bows and Lightning Ballistae which are pretty gun-like. Flamepieces, and the old Solar Prayer Piece Shooters. They all would attract his attention more than bows. Also as a Dawn, capability of being awesome with any weapon is just there
(that said, he still finds normal guns weird. How come small pieces of metal can cause so much damage? Our guns shot fire damnit!)

I'm not really following what's going on in the scene. One moment, Casey Wakeman is on a stage, giving a speech to a crowd. Then Solon is...doing what? Talking to him? Hacking into a PA system? I can't really tell.
And Solon's rant kinda feels...non-sequitur? Maybe it's just me. I can't really tell what's going on. ^^'
No, not mute :-P But ask experienced teacher what influence on your health is when you are trying to shout louder than crowd :-P After all, Solon have his dignity :-P (and is somewhat introvertic, so he prefer writing his thoughts)
