I have a good friend who will start playing with me next month after not playing d&d since 1st edition, we got him leveled up with the rest of the group, and is a Ranger 2 / Scout 4, and he absolutely loves skirmish lol, he loves the technical aspects of moving around and RPing "just the right shot". Maybe it isn't the most optimal of all ranged builds but as the DM i build around my players I don't just throw something randomly at them.

Take a one level dip in Targeteer. It is a Fighter Variant that, in place of a bonus feat, allows you to deal your dexterity modifier to your damage in lieu of strength. Not to mention two exotic ranged weapon proficiencies.
