Parachuting dudes with assault rifles have an adjusted ridiculousness quotient of approximately zero. Parachuting trained assault bears have an adjusted ridiculousness quotient of .975*. The launch method here isn't particularly important, it's that bears using parachutes - it would be nearly as insane if they jumped out of planes instead of being launched.
*Measured as (concept ridiculousness - trying too hard adjustment)/(total absolute possible ridiculousness). The units are, of course decimal WTFs.
Doesn't matter. People treat it as if the game had a unit that's a bear on a parachute. It doesn't, that's a result of another unit using its special ability on the bears. You could say that's a nitpick, but pet peeves don't have to be rational.

Icewind Dale, Icewind Dale II, and Neverwinter Nights 2. Also, Baldur's Gate II definitely does, and so does Morrowind (though only in the Bloodmoon expansion). Bears can also be found in Arcanum and Guild Wars.
Both Oblivion and Skyrim and probably Morrowind, too.
Daggerfall also had bears. A typical low-level quest for the Fighter's Guild would be to kill a bear that had wandered into somebody's house or shop.

... Also the game Black and White features bears as Creatures. A brown bear and a polar bear, to be exact.
