Default Stacking war chanter music?

The war chanter, from Complete Warrior, has a variant bardic music ability, which is described thus:

What's not spelled out is whether war chanter levels stack with bard levels when it come to the level-dependent effects of bardic music (e.g. for inspire courage). Now, I know that strictly by RAW, it's not stated that they stack in this way, so they don't. But I'm interested in your opinions on ruling that they do stack for this. Do you think it's reasonable? Does it make the war chanter too good (or perhaps just good enough)?
