    Yes, that's a bit... creepy.

When I said I didn't know personally, I meant that I am not a cannibal.

We, as humans, have incisors. Those are made for tearing flesh and meat.
    Meat tastes good.
If we aren't supposed to eat people, then why are they made of meat?

I’m picturing playing up the difference between surface impressions and the underlying horror - the townspeople welcoming you to their very nice town in their churchy clothes, with big grins on their faces. The characters spending some time there, and gradually coming to realize that someone is always watching - they go out for a walk, and they just run into a series of people who seems just a bit too interested in them.

Also, the cannibals won’t arrest you unless you break a law. They just make it very hard to avoid breaking any laws. Maybe there’s a survivor of a previous party who warns the party - he’s managed to live by being extremely scrupulous, but he can’t explain everything to the party because he’s afraid of being caught up with them when they are inevitably arrested.

I wouldn’t make the goal of the encounter “fixing” the town. The goal should be escape, or maybe destruction of some specific location or mechanism. Destroy the sausage machine, and the horror ends, maybe.

The tone I was picturing is perhaps best expressed by Dolores Umbridge, though I’m sure there are other examples - maybe something in The Walking Dead? Creepy, unexpected normalcy hiding a dark secret is a classic trope.

Side note: There's a thing called Dark Powers checks in Barovia. If the PCs slaughter the villagers, that's an 'act of ultimate darkness.' So the Dark Powers automatically reward/punish each character with some new powers and horrifying side effects...
