    Not necessarily. Resurrection is only available as divine magic, but Control Weather can also be learned by wizards.

    I've just noticed that, despite Eugene's destruction of the report about V, that action seemingly had no consequence besides showing us more about Eugene's personality, because the first time Eugene finally talked to Roy after that, he already knew about V's deal with the IFCC.

    PS: That is, unless the report had more intel than what we've seen so far about the IFCC, in which case Eugene was dumb for not reading it, at least.

    I actually think there were some consequences. If Roy had learned about V's actions, he might have learned about the familicide spell, which he might then link to what happened to the Draketooth family afterwards. Therefore, instead of letting V run away into the pyramid, mistaking their distress for feeling sick, he would have followed V. V's presence for the encounters with the Linear guild would greatly change how things progressed from then on.

    I agree that there were consequences of Roy waving away the Deva with the intel, assuming it was about Belkar. My point is that, after that, the Deva gave the intel to Eugene, asking that, next time he talk with Roy, he would give it to him, and then Eugene procceded to destroy the report. However, next time Eugene managed to talk to Roy, it was only after the Godsmoot (because he couldn't talk to Roy during the Pyramid episode), and Roy already knew about V and the IFCC then.

    In other words, the action that seems without consequences to me until now is not Roy not receiving the intel at that moment, is Eugene's destruction of the report (because, looking now in retrospect, he didn't talk to Roy until much after he already knew the truth).

    Couldn't Eugene have contacted Roy before Girard's Gate, though? I don't remember if we have seen Roy alone between that and his resurrection?

    That was a fan theory for a while; the explanation Eugene gave for why he hadn't manifested in so long was entirely unrelated.

    From the moment Roy was arrested in the Empire of Blood and foward, there were probably few to no moments where he was alone for the contact to work. It's the lack of contact before that that is more puzzling, because during the trip to the Western Continent, Eugene might have had the opportunity. That said, it didn't happen, either because Eugene couldn't or because he didn't want to.

    If t happened it probably would not have been shown, since Eugene would only have one new information for Roy (V's actions) and he decided not to share it. We don't need to see every discussion.

    I see the sleeve of V's robe, but the area where the cloak would be visible is off-panel.

    Edit: Maybe Vaarsuvius has a spare and Roy wore that.

    If you look very closely just under V's chin, you can see the slight outline of the clasp of the cloak, is what I mean. It's more visible by looking at the sleeve.

    (But yes, it's probably something as mundane as an extra)
