modern freeform

I'd really enjoy doing a freeform game with Xanth style talents (everyone gets a unique special talent; Bink was immune to magic, Dor could speak to inanimate objects, Irene could grow plants super fast, etc. etc.) except do it in a modern setting: computers, guns, cars, etc.

The premise:

You all meet in the North American army (as, by this time in this alternate world, the continents are all united... but at a constant struggle for power) on clerical duty. Most jobs are paper work, and most 'war' is codified in these parchments - no one is willing to war anymore, and cold war is perhaps breaking out globally as no one continent is willing to war against all the resources of another nation of talented people.
The work routine is very simple for most of you; go to work, find out about a newborn's special talent, write a report about it and then goto boast about it in the global tribunes. Most talents, being rather mundane, get small reports and are passed on quickly, maybe to a small group of sub-researchers interested in an independent topic. The infant who has fast growing hair (poor thing!)... who cares? His case'll get passed down to beauty salons information but will eventually get lost in the maze of more important things and he'll be lost back to the world of mundanity (perhaps the best world of all).
Your team, however, is on the special cases location team; your mission: searching for the potentially powerfully talented people of the continent. 3-4 reporting in for debriefing?

This is confusing what exactly will are characters do and will they get powers?

The idea is that you are born with a 'special talent' (ala Xanth). The premise herein is that you will be of a special team that scouts out people born with potentially dangerous talents.

Anything can be a talent, but you only get one:

-You can take out your eyes and place them elsewhere, like take them out and put them is the wall.

-You can walk on ceilings.

-Your tears float.

-Your blood turns to oil.

-You can sense lost things.

-(An awesome talent, apparently in one of the Xanth books): You can change the nature of something by shifting around the letters of its name. Like, a c-o-a-t becomes a t-a-c-o.

Basically, do anything you want, it'll be rather entertaining.

Nah. I need to see if I can come up with something worthwhile; i.e., original and cool.

The only thing I cn come up with is someone who can duplicate items from a visual copy, like a photo or a painting. Something like that.

Well I might make someone who make explosives explode without lighting them. And also stop lit ones from exploding.
