She has wide, knee-length boots that help her from sinking too much into the sand in here home-country. They also help here from sinking in mud.She has her headband on her forhead. She has a pair of Kamina-like sunglasses that she sometimes wears.
Personality: A kind, reckless girl. Is known to act kind to anyone, even strangers. Owns a Shamisen, which she will commonly play.
Working on a new character, mostly to increase the cast of 'bad guys' that people of any level can interact with and not expect a curb-stomping. And thanks to Kasanip, I have a wonderful picture for her.

More villains to fight is a good thing, and see has a very interesting personality to separates her from the rest of the "kill everything that walks" type of missing-nin.
Very nice. Maybe we should make some c-d class villains to give the genin something to fight.

Probably, but if Zabuza (may he rest in peace) showed anything, it's that a team of clever genin can outsmart a powerful missing-nin to their own advantage.
...I don't think there'd be d-class villains though. That's like..particularly strong bandits or non-Land of Steel samurai and such.
Edit:Also, apologies for the minor-godmodding Saint Nil, but it may not have been wise to sneak into the office of a Kage in the first place.

Here's a rough concept, to which input is more than welcome:

The Village Hidden in the Sound is the shinobi villages of a minor nation, the Land of Rice. It only recently came into being when the self-proclaimed Otokage took advantage of the local lord's ambition and the dominant clan's desire to regain their former glory.
The leader is known as the Otokage, and what he says goes. Full stop.
Military Strength
Despite being a minor village, Otogakure still possesses a respectable military force. This is owed to a combination of two methods of accelerated growth favored by the village. The first tactic is to adopt war orphans from other villages, drawing in a variety of techniques in addition to an abundance of recruits who can blend in to other villages. The second is the namesake of the village, where willing recruits may undergo a ritual to alter their chakra, robbing them of the ability to use normal elemental jutsu in exchange for being able to use sound jutsus, which are considerably more intuitive.
Among the native ninja, the singular Fuma clan is a dominating presence. Their competence for chakra threads is part through bloodline affinity and part through technique study, a combination that has encouraged the pride and ambition that has allowed the clan to favor the newly formed village's methods.
Powerful Groups
Aside from the very public influence of the Fuma Clan, very little is known about the internal workings of Otogakure. There is some speculation, however, that those who undergo the sound ritual have developed a loose camradre, as have the war orphans of various villages. The latter, however, are also speculated to distinctly isolate from one another based on the villages from which they were orphaned.
Foreign Relations
The active effort by the Otokage to get Otogakure respected by the Five Great Nations as a power on the continent has left the village in a fairly poor diplomatic position. If not for the Land of Rice's namesake farmlands and the political implications of isolating another Hidden Village, they would likely cut off ties entirely.
The Hidden Village
Otogakure itself is actual a series of bunkers hidden under the Land of Rice's capitol city and primary trade hub, interconnected by a series of tunnels. Some are isolated within the structure from the surface, some are connected to the surface by inconspicuous backalley accesses, and a few can be accessed through stairs from key surface facilities: The palace grounds of the Lord of Rice, the Fuma Clan estate, and the Otokage's private dojo. Where those accesses are remain a secret of the Sound Ninja.
This tunnel and bunker system is frequently employed by the Sound Ninja to move about the city unseen, allowing the presence of the Hidden Village to have a minimal impact on the daily life of the Land of Rice. More importantly, it allows the Sound Ninja to strike invaders from the west, then move to aid evacuations in the east while avoiding the flanking force in the south.
People of the Hidden Sound
The ninja of Otogakure tend to come in three seperate mindsets. The Fuma Clan has been tainted by ambition of late, ever eager to do what they are called upon to do. The clan is a large one, either having notably dark or notably light hair depending on the subhouse. The ninja who undergo the sound ritual are primarily local, and tend to carry a notable ammount of local pride. They favor the traditional uniforms more than most, concealing their faces and giving them a sense of uniformity. By sharp contrast, the war orphans are varied in persona and appearance: Dark skin from the Land of Lightning, sharpened teeth from what was once the Blood Mist Village, and tatooed faces from the Land of Wind.
Recent History of the Hidden Sound
Until recently, there was no Hidden Sound Village. The arrival of the Otokage was heralded by a reduction of crime in the streets of major villages as war orphans who had to resort to crime were adopted into the Land of Rice.
Oh, and Class-D villains are rabid dogs and violent drunks. Class-C would be Landless bandits, which is why the Bridgebuilder only wanted a simple escort mission: He couldn't afford Class-B escort, which he suspected he'd need.

In our most recent session, my character got stepped on by a three story cyborg zombie. The goblin monk then proceeded to talk down to an archmage.
I'd like input from the other Kage players to make sure there isn't an issue with foreign relations or, in the case of the Otokage, my portrayal of Chains's rule.
That looks good to me, Ganu! One minor point: Chains used to be a roving bandit/mercenary, and his methods of becoming Otokage would have been similarly violent. Perhaps he resolved a conflict for the position between two rival clans by simply killing both clans, and thus the strange figure of Chains rose to such power in such a short space of time? Maybe this sort of background would be useful. However, the way in which Sound Village is currently run looks perfect.

I'm actually a bit surprised.
In canon, Otogakure is isolated because it's a small village of little importance...and because Orochimaru was there.
In our canon, Otogakure isolated itself through it's own actions to achieve the same effect as the canon Otogakure but in it's own unique method.
EDIT: And I believe I'm the only Kage (Not counting those pretenders )at the moment. x.x Which is a shame since having a Kage for the other two fleshed out villages (or at least ones with players) Sunagakure and Kirigakure could go a long way to getting more interest in them.

I COULD make one, since my character and the one I'm working on are both genin, and it wouldn't seem overpowered. But, as I said I am working on a second ninja already.
Second, I'm having serious thoughts about making an FMAitp, so I'd be busier. Who knows, maybe I'll make one for Suna, since they're starting to have quite a few nin, so maybe I will make one.

Well if it makes your decision any easier, it's actually really easy to play a 'Kage' character once people realize Kage's delegate like normal leaders do, especially since it's better for a Kage-level character to avoid getting into fights an the like (to avoid disrupting plots by...well being too powerful). An example is perfect in the Sandaime Hokage. If all goes as planned, he's going to have ONE serious fight, anything else even resembling a fight is far more likely to be training for Tomoya or others.

Perhaps the Fuma Clan hired him to help wipe out a rival clan, and he did such a good job (read: wiped it out singlehanded) that he got the attention of the Lord of Rice?
