I think that is an accurate assumption.

My working theory is as follows, everything Radical said is true. The Archives are acting up, so I can't check, but I have a feeling Sparklelord said something along the lines of "You can't beat Radical without me", which is what he was Right about.

Remember, Doc wanted to take down Radical before Sparklelord showed up, Radical knows this, hence why he immediately makes his escape.

Based on its behaviour, I think we can assume the Sparkelord was evil. But he was also Dr. McNinja's only ticket to beating King Radical, who isn't evil but is still kind of a douche.
