The problem being two:
The Culture are suspicious of the idea of Sublimation.
The Sublimed are still active in some ways and if they inherit their past stances in any way, the IoM is going to be... not very nice.

Also Sublimed interactions with anything else is a bit... unknown. So there's a practical argument against doing that too.

Yea, I don't think Sublimination tech in this galaxy is something the Culture would want to give away... the fact that this Galaxy seems to have an extra set of local base physics in operation could maybe act REALLY weird with Sublimination technology... The Culture is still in the, "OMG, Warp!" state of being.

I'm not sure they are.
Certainly, they don't want to do it. They like the material world, and they think they still have things to do there. And they might have a sort of contrarian "Well it can't be *that* great" attitude. And they don't really understand it. But they don't seem to think that Sublimation is harmful. Communication with Sublimed creatures has borne that out.

Hm.
It's very unusual for the Sublimed to do that kind of thing, merely because they don't care about the material universe. In Hydrogen Sonata, it is stated that the perspective of a civilization making the leap to the Sublime will change so quickly as to be almost unrecognisable. Playing in the Sublime means you don't care about your toys back in the real.

It might be a risk though. And it could be a substantial one.
