To let her helmet satisfy the gold cost requirement, I propose that her helmet is actually a +1 buckler that she's wearing on her head.

Now regularly, she would use it as a normal shield, but we can see it has no handle. Since the handle broke off, she decided to wear it as a helmet instead!

Seems legit.

Alternatively, the hat is made out of fine masonry in line with normal Dwarven outfits, and so the magics used to make it not be half of Minrah's weight drive up the price.

I think that the solution is pretty simple. Hilgja is rich. Before she cast the spell, she told Minrah, "hey, sell me your helmet for 100 gp". And it's done! It helps that low-level Thor clerics don't get a helmet, the temple simply issues them a bowl-shaped mess tin they carry on their head.

I'm pretty sure that Minrah's helmet and armor is not Church of Thor Issued, no one else has that stuff, I'd bet she either kept them from her guard days or (and I sort of like this more), hand crafted them herself to make sure her fighter levels would be going to good use.

Honestly I debated with myself about that briefly and decided that The Seven Deadly Flumphs gets the point across a bit better.
If it means the same to you, they're basically two variants on the same thing; you could put both down under me with the same vote count I guess? I dunno, I need to check the voting procedures.
