This is, I believe, the quote for the Industrial Base tech from Alpha Centauri. I always loved it because it perfectly defines the Morganite faction as whole, and is also a hilarious quote to use to irritate environmentalists.

The only problem I ever get from stuff that is funny or somewhat profound I find in books is that they are only viable quotes in context. And Context is hard to add at the end of a quote.
