Who is Cultist-chan?

I've been frequenting the traditional games /tg/ board in 4chan. Now, I've found some drawings of a character people there call simpley Cultist or Cultist-chan.

I have to say that I know nothing about Warhammer in any of its incarnations.

I take it she's a fan made character based on something on either the Dark Heresy rpg or the Warhammer 40k universe. But I've been unable to find the true story behind her and what's she based on.

I have found the Deviant Art account for the guy who created her and makes super-cute drawings and comics about her and other fictional characters (though I don't know if they're based on something or created by him). His account is "Mr-Culexus" and his stuff is great ^^

I suspect the character might have something to do with the Dawn of War games, since one of her main characteristics is her weird speech (described as "annoying" :p).

Does anyone know? I'm really intrigued as to this.

I don't know which game the speech impediment is in (don't play Chaos), but I do know its just the normal cultist unit's speech impediment. She is not officially canon in DoW.

So, semi-extensive searching yields nothing. I can't find much on pretty much any of these character, except for a few pictures and what was linked above.
