The two are very different, from what's been seen. According to canon Hell Butterflies need to be specially bred and nurtured before they're available for summoning. Since the ARC uses phones as their primary means of communication, it's unlikely that they have facilities for something as primitive as Hell Butterflies as well. Of course, the ARC forces in Seireitei might have been given access to Soul Society's stocks and taught how to use them by now anyway.
