Why are they doing it so willy-nilly in the summer update? Aren't those supposed to be extremely dangerous? Or is Maggie high enough level that it's not nearly so dangerous?

All that has been implied is that they jointly designed the city while linked. Perhaps after the volcano go asplode and they had some free time on their hands, they turned their thoughts to designing a city, thoughts that Sizemore seized upon.
I think a two-caster link is relatively safe. In this case I don't see it doing much more than giving Sizemore a little more juice or the ability to spread his powers a little further. It isn't until you try mixing forms of casting that things get complicated.
Okay, they state on page 54 that it is a fragile and risky spell, with three being especially problematic.
I am assuming they linked up after the volcano uncroaking link up because they seem to have been unlinked in the magic kingdom, and the city was not rebuilt until after Stanley came back, which was after they returned.

If I recall correctly, the city was completely rebuilt before Stanley came back. Remember the whole fireworks ceremony, or the "Think I can hit that tool with a brick?" conversation?
From the rules stated, if there is a Dirtomancer he designates just about everything. My guess is while their minds were linked, the laws of Erfworld forced them to instantaneously discuss what to do next.
Once Sizemore found the funding (all them jewels he blasted out), he set his plan into action. The lava pit may have been a little much, though...
