In most of the others, however, you have to submit your character for review, for balance purposes. Don't get turned off, though- sometimes we will just say 'no, don't do that' (time control is utterly unbalanced) but that's rare.

I'd like to start a game based on William Horwood's Duncton saga, which you can read about at http://en.wikipedia.org/wiki/Duncton_Wood. Basically, it's Watership Down with moles. The game would be set at the time of the war between the Stone and the Word (as in the books Duncton Quest and Duncton Found).

My idea, given the irrelevant project title of Neurophobic & Perfect, could be called Evangelion with less Kabbalah and more astrology and alchemy.
A summary:
After a world-altering catastrophe, a shadowy organization reaches out and collects teenagers to use in its campaign to prevent a recurrence of this horrible event. These teens are chosen for their compatibility with the armorsuit weapons based off the things left behind from the otherworldly forces that caused the first catastrophe.
I will do what I can to make curtains raaaaaaaaare. If you didn't just blow up the ocean and make a carpet out of space Nazis, curtaining earns you broken knees.
Because chaste people can walk.
In all seriousness, the kids would be monitored and stuff (they're important as heck) and I'm going for a bit of a Dysjunction Junction here. Like I said, it's like Evangelion with astrology.
Why not RaXephon rather than Evangelion? I say this as the former tells more or less the same story but with less whiny angst and actually a very interesting look on Myan mythology. With giant robots of course.
I'm just saying as it seems Evangelion just seems to be thrown around a lot more. Just a suggestion though.

Evangelion sounds awesome. Perhaps I can have a robot hand and red eye lens thing? I've always wanted to sit in a tavern sipping a beverage, then glaring at someone who questions why my arm is silver. With Red glowing lens eye. :D

And yes, this isn't EvaItp. This is more about the setting and sort of the situation with different details---for example, not superhuge Eva units. The armormechs are about... eh... 20 or so feet high. And less angst, way less. This isn't EoE here.
That said, this isn't Lucky Star either.
Not everything is gloom and doom, but stuff is going to be nasty at times. But for the characters to wallow in it is not gonna be the status quo. The general expectation is stuff sucks, therefore push against it.

... Uh... that honestly wouldn't work so well. Prosthetics in this setting are not going to be glamorous or cool. And sitting in a tavern sipping a beverage is not the sort of thing that'll be very common in my unnamed-currently dealio.
Count up the number of times any Eva character did that and you'll have a good estimate of how much it'll go on in mine.
