Yeah, I've seen that on Ponibooru as well. But honestly, I don't want to use that one. It's a good picture, but it just has her standing there, doing nothing and with no particular expression on her face. I really want one with her smirking like in my current avatar, and doing something, so that it capture's Toph's personality, not just her look. Also, I don't particularly like the choice of cutie mark there - the symbol of an entire nation doesn't strike me as a good choice for a mark that's supposed to be pretty unique for each Pony.
I hope you don't think I'm being too picky here, but those're my thoughts on that picture.

In Inkscape, there's Path -> Trace Bitmap.... I haven't used it but I use `potrace` from the command line. Potrace is used by Inkscape when you use its tracing feature.
