Default No tools? No trouble! [3.5 Feat]

An idea I've had bouncing in my brain for a while. PEACH

MacGuyvering
Prerequisites: INT 15+
Effect: As long as you have access to some material, you do not take a -2 penalty on skill checks for not having the right tools. The DM can make rulings that some things are just impossible, such as trying to forge a suit of armor with a feather.
