Omnitopia: The Playground is set in a fictional highly popular MMORPG where anything can happen, and player generated-content is everywhere. Someone sets up a Giantitp server, and a whole bunch of users join in on the fun. So far, I've gotten around two dozen or so permissions for people to appear.
