It's Gotham. What the hell'd you expect?"
Katherine Walker, policewoman.
Physical Features: Slim, oval-faced, glaring brown eyes, dark hair cropped short and with the right clothing rather androgynous (a fact she uses to her advantage when in costume). Normally, she dresses simply in whatever is cheapest and most comfortable, usually resulting in loose and drab clothing. The only item that sets her apart is the fine cane she carries with a cold hatred, driving it into the ground as hard as she can with each step. She's also something of a thinker and a philosopher, although don't say that to her face.
Katherine's costume changes a lot, with the only constant being a effeminate yet gentlemanly apperance and a plain white mask over he face. This setup allows for any aspiring copycats with the right mask and clothes to get into business, and also for the clothes to change if needed for a mission - for example, if she is trying to be stealthy, while the accompanying clothes will still be in an unusual style, they would be darker and murkier to help her blend in with the background of Gotham. Another advantage is that discard her costume and mask, leaving her with the clothes she wears underneath, and she is another face in the crowds.
Background: Katherine was once a relatively honest cop (sure, she took part in some brutality and turned a few blind eyes, but who didn't?) and part of an investigative detail that tackled long cases into drug gangs, company fraud or influential people. It didn't last - in Gotham, who expected anything else? - and the group was snitched out and all their evidence got lost in the system, everybody was reassigned to dead-end departments, some met with financial ruin and later suicides, others beatings and others fatal accidents. Katherine was one of the lucky ones: she still has someplace to live and can walk with the aid of a stick and several painkillers.
Under no circumstances going to stick in the Pawn Shop department shuffling paper and registering lost items, Katherine carries out at night after her day job the investigation that her team was carrying out when they were betrayed, determined to catch the person she believes responsible. Though she's collected a lot of information the past two years, it's only recently and with the inspiration of the costumed freaks running around that she realizes she can use what she's learned to take a more direct route...
Katherine's not motivated by many nobler instincts in her fight on crime: even as a cop the job was more about proving her superiority to criminals than protecting the innocent. What she does want is vengeance for her friends, many are dead and the rest have rejected her, suspecting her to be the traitor in the investigation team, because she was the one who got off the easiest: she's pissed off, to say the least.
The target her team was investigating before it's destruction was the Wesker crime family, which had a number of connections - unprovable, of course, and only circumstantial evidence - to then running for election Oswald Cobblepot. After her hospitalization and Cobblepot's appointment, he sent her her fine, ornate cane as 'a aid for an invaluable officer sadly injured on the job.'
She's keeping that thing until she can get her revenge, preferably by breaking it over the head of the bastard who gave her it.

Police and Co.
Detective Morgan: A homicide cop and friend of Katherine, his quiet zen outlook on life nicely offsets her rather anarchist worldview. Aimable in a rather abstract way, his friendliness hides a magnificent mind. he is both brilliant and corrupt although he has a code of honor - as opposed to actual morals. It's a well known fact that if you do bribe him, you better make sure the amounts high enough, otherwise he'll find out what it is that you are so eagar to hide and expose just out of offended pride.
Though he has likely solved far more cases than he's let on, having kept quiet about a few, he's still the person in the police force you'd want investigating your own death. As one of the best detectives, he's likely to be given the job of looking into all the new 'freaks' popping up, though he'll only try and stop the ones he feels are more of a hiderance than a benefit to him.
Lieutenant Major: Yes, that is actually his surname. Yes, he's heard all the jokes. Like many of the Gotham police force's higher ranking officers, he only got his position through office politics, cooking the stats and judious application of ass-kissing and general lack of any real policing skill whatsoever, but he is one of the better managers anyway: This is because he reconizes his own incompetence and will just let the people who know what they're doing get on with their jobs. Sharp and smart in his own narrow way, Major's relationship with Katherine is one of tit-and-tat: she gives him something, he's got information for her in return.
Bonnie Pearlman: An offical who rubber-stamps and approves investigations, she has a lot of power for such an unglamorous job because of all the paper that passes through her hands: not only official reports and requests, but also personal correspondance, memos of offical and unoffical policy and much more. She's not going to let all this information go to waste where it can't do (her) any good, is she?
Dectective Landsman: A fraud investigator stuck on a comfy desk job behind a computer and paperwork where he can laze his days away, and he likes it that way. Unluckily for him, Katherine has dirt on his unsavoury and illegal deals with the shadier side, and while he hates her and has dreamed many a revenge, for now all he can do is seethe and bend over backwards whenever she requests his skills with computers to be used for her benefit.
Criminals and malcontents:
Johny Smiths: A cowardly, shifty, quick-witted (when coherent), run-down, ill-fated and rather intellectual druggie with a passion for odd hats and debating the oddest issues, Kindle is one of her most trusted informats, despite his addiction, and the first person she goes to when she wants to know the word that everyone knows on the street. Kindle listens, talks, eavesdrops and spies for information he can exchange for money, which he can then exchange for his fix.
Benito "Bane" Gutierrez: A deadly fighter, a hulking, slow and very very smart drug-using brute and one of the best boxers in Gotham, 'Bane' is an immigrant who came to Gotham as an Asylum seeker after he was accused of the crimes of his father. Despite his constant use of steroids (and some say something more) Benito is almost constantly in control, and the times when he cracks are indeed terrible. Mostly he focuses on keeping his streets safe, reluctantly through the same methods that many criminals use, though he is less extreme. As one of the few in Gotham both with power and honesty, his base of operations is the boxing school that he has set up. Ever since his name has spread, it has been flourishing with trainees from the streets.

Nope. Flash goggles protect you from things like flashbang grenades and other sight-based Dazzle effects.

It's a rank 10 burst attack. If I'm not mistaken, that's 10x10 squares. Thought you had took a look at my sheet, it explicitly says so there. If you want to limit it I have no problem, thought you were ok with it since you said my sheet was fine.

Everyone who got over a DC 20 passed. DC 18 Toughness Save if you didn't pass. DC 14 Toughness if you did or have evasion. No need to save if you got a natural twenty. Post reaction posts.
