Can I spend a HP to get 4 skill points? Alternatively I know I can HP a jack of all trades feat, but I don't have my book to check if I can gain temporary skill points.

You can only do that if you have the Beginner's Luck feat.

Most definitely. She promised him she'd wait until she left. I wasn't sure what was going to happen after our talk, so I was waiting on that. Assuming nothing pops up to immediately distract Kate, she'll open it once she gets in her car.

Letting everyone know it's finals week for me, so I probably won't post until later this week. That being said, once I do, we'll be starting the second half of this arc: getting everyone at the ball proper.

EDIT: Also, I'm thinking about doing a fanart of Zinda at the bar, sprinklers on, fire in the kitchen, with her drink, the bar wench cowering behind her, and ninja bodies all over the place with various darts, shards of glass, and other projectiles sticking out of them.

Fun fact: Colonel Kane isn't actually allowed to be in army dress uniform when attending a charity ball (unless it's a military charity). Or so the army regulations I was looking through said.

Rules for the Ball:
Feel free to mingle with whoever you like. PC to PC discussion is highly encouraged. There will be some events that I have scripted out, and they'll be handled at appropriate times.
Nobody knows anybody's secret identity unless they've either figured it out previously or the two players are fine with each other knowing it. No having your character realize that X is actually Y hero without the other player's consent during the Ball.
You lot are at a formal occasion. Have your characters behave with appropriate decorum to the ball, unless it wouldn't be appropriate for them to given a specific situation.
