Physical Description: IT'S A TRAP! Jail bait. Plain and simple. She looks good, damn good. Sure she isn't 100% developed, but she's developed enough you could hardly tell. Long straight brown hair (hip-level), beautiful smile, blue eyes. She uses that charisma stat to her advantage.
Personality:
Friendly and upbeat, most people who know her consider her innocent and trustworthy. When asked why she became a Ranger she tells people because she wants to help make the world safe for people and pokemon. Even if the Rangers have ties to the League, since Lance mostly leaves the Rangers alone they can still do good and keep people and pokemon safe from harm.
She is always willing to listen to anything you say and is always willing to be a friend to confide in or a shoulder to cry on.
Background:
Rebecca was born and raised in Virdian City which give her a strange ability. This strange ability to communicate and send her feelings with pokemon caused her to be recruited by an unknown benefactor to apply at the Ranger Academy despite being very young. Over the years she learned more and more about being a Ranger including how to use a styler to restrain and command pokemon as well as capturing and battling tricks.
Eventually her training was completed and she was given a few probation missions where she had an experienced Ranger with her, but the Ranger merely watched to make sure she had the hang of it. Bit by bit she started to become 'the ideal ranger' and once she graduated she was given her first Ranger mission. With her new mission, Rebecca headed to Pallet Town where she met various people, kept wilds at bay, and eventually got to know Professor Oak. She helped out around his lab and kept wilds in check with her abilities. Most days she could be found either keeping wilds out of Pallet Town or helping at Oak's lab.
After the assassination attempt on Oak, which was surprising due to the knowledge the assassins had, Rebecca promised to look into it and has as such spent the recent events looking for clues. She has yet to find anything however and she's not been seen at Oak's lab very often since the attempt.

You do not get a list of any capabilities or moves you cannot deduce yourself, and it cannot be taken from the area you found it in or it will run away. You may only give the Helpful title to one Pokemon at a time.

Once you successfully Restrain a wild pokemon, you may give it the Companion title. You may only have one Companion at a time. If you give a new pokemon the Companion title, you free the other pokemon and replace it with your new Companion. To make the wild a Companion you must sacrifice half an hour upon giving it the Companion title to bond with the wild. This process starts the Companion at Loyalty 2 at least and obedient towards the Ranger, regardless of circumstances before Befriending. The Companion gains experience and levels exactly like a Captured pokemon, as well as counting as Owned for the purposes of levels and features, but cannot participate in official battles or contests (doing so is fraud). The pokemon cannot be returned to a poke ball and it costs 150 credits to heal at a pokemon center.

Mechanic: Rangers have Stylers. Stylers have 10 units of energy and are used to Restrain pokemon, wild or owned, and make them temporary allies. Befriend and Companion are examples of Ranger Features which use Styler energy. To Restrain a Wild Pokemon, use 1 point of energy and roll 1d100. If the result is less than the pokemon’s Capture Rate, the pokemon is Restrained.
Target: A Restrain roll. A Befriended Pokemon can be ordered to do anything an owned pokemon would, but if it is removed from its natural habitat without being made a Companion, or if injured while under the Ranger’s command, it leaves. In combat, if not specifically ordered, Befriended Pokemon will act entirely under the control of the GM in accordance with how it would normally act in the wild.

Physical Description:
Kruuf is tall and skinny, her deep blue eyes show echo the remembered pain of those scars, but shine with a vibrant hope for the future. Her dark brown hair is in a short pixie cut, showing off all of the scratches and scars across her scalp and face. The scars continue beneath her shirt and across her arms, intermingled with burns and welts.
She typically wears very practical clothes - boots, jeans (with cargo pockets) and t-shirts. Personality:
Kruuf is sometimes cranky - usually when she gets a new injury - but is more often bright and cheerful. She tends to look on the bright side of things, and is always there to get her friends' backs. She can be talkative, but isn't always, sometimes preferring to sit back and watch things happen, or letting people talk. Background:
Kruuf grew up around pokemon. A lot of pokemon. From a very young age, she watched her parents try and domesticate different breeds of them. They never had much success, but - as they were fond of saying - domesticating pokemon would take a long time to do. Generations of pokemon would have to come and go, most likely, before any could be considered "domesticated." Kruuf went to school like all of the other kids in Pallet town, and though she got made fun of because of her parents, she never let it get her down. After all, she wasn't the biggest target around - that would be the ninja kid from the forest outside of town.
When she was old enough, she started to help her parents. At first, this made the taunts at school worse, until she got her first scar. One day she wasn't at school, and the rumors said she was in the hospital. The next day she was back, only this day she had a bandage over half of her face. This earned her a toughness cred with her classmates, and eventually they stopped making fun of her, especially when she would get a new wound. At home, the family was starting to see success in domestication. Small successes at first, but gradually some of the pokemon would be comfortable around Kruuf, refraining from attacking her. Her parents called it a gift, and were ecstatic, though they were unable to achieve the same effect with the pokemon.

Born in Saffron City, the Courvosier family of psychics was caught in the gym wars between the Fighter and Psychic gyms. Typically considered an early sign of the breakdown of social order in Kanto, especially when the government in the Indigo Plateau failed to intervene, it generally took the form of gang brawls in the streets, and both sides began recruiting aggressively to overturn their opponents. The Courvosier family was one such targeted for recruitment, but the fighting dojo learned of this and decided to use them to send a warning to unaligned psychics still in the city. Late one night, a night attack left the Courvosiers dead. Their four-year-old child, half-dead herself, was found by a friend of the family hidden away in a small space under the stairs, where she had been instructed to hide by her parents. The attack, intended to intimidate, instead bolstered the psychics' numbers, but for the Courvosiers who had never intended to involve themselves at all in the struggle, this was no comfort at all.
Left largely bereft, the young Esther was sent to her only surviving kin, her aunt and uncle in Pallet Town. Welcoming her in, Pallet Town effectively became her home, and her parents receded into memory save for the occasional nightmare. However, with no professional psychics in the town, there was none to train her as her powers grew, and she gradually became even more withdrawn than usual. Effectively forcing her powers under control through largely strength of will, she tried to keep their growing emergence a secret.
Today, Esther has something of a reputation as an odd girl. Quiet and with rare involvement with people outside of a very small circle of friends, she's not well-known even in a small town except by reputation. To a degree, that's intentional; odd things tend to happen around her, which may have otherwise revealed her as a psychic.

Physical Description:
Tony stands at 5'7", with a well-trained and toned body. He's not really into fashion, and generally styles himself in plain-colored or graphic T's and jeans or loose, cotton training pants. His olive skin and smooth black hair would make for a very handsome young man, were it not for the massive scar going down the left side of his face, from just above his eye to down near his chin. His left eye is permanently damaged and forced shut by his scar. Though some would call the solemn, watchful gaze of his remaining eye unsettling, those close to him say he's got a truly warm smile. He has another large scar on his back, in the shape of three giant scratches from a Pokemon's claw. Personality:
Until you get to know him, Tony is quite a reserved young man, rarely hanging out around town, or even speaking much at all. He is often simply watching what is going on around him. However, he is always the first one to stand up to any bullying, and will always take the underdog's side in a fight. Deep down, Tony hates to see anyone get hurt and wants to do his best to protect those in need. Overall, he's somewhat distrustful of Pokemon and is somewhat reluctant to associate with them. He's also very often quite hungry, and has a passion for delicious food. Background:

Tony experienced tragedy at a very young age. He was raised by his father alone, his mother leaving soon after he was born for reasons unknown to Tony. His father is a League member in Johto, and because his work became too busy to provide a stable home, he sent Tony to live with his old travelling companion from when he was still a trainer, who had settled down in Pallet Town. Tony's father was able to visit him occasionally, and they kept in contact through mail. Tony, nine years old, was still too young to own a Pokemon, but his 'uncle' was worried about his safety, and so when Tony, fascinated by samurai cartoons on TV, enthusiastically asked to be signed up for sword-fighting lessons, they happily agreed.
Tony's uncle was good friends with Professor Oak, and Tony spent a lot of time in his lab, learning about Pokemon. He was excited for the day he'd be able to have one of his own.
While they were on vacation on Cinnabar Island two years later, Team Rocket took the Pokemon Center hostage, trying to steal a rare fossil Pokemon being held there. Tony's uncle tried to defeat Team Rocket, but was defeated in battle and brutally mauled by the opponent's Nidoking. Against the protests of his uncle, Tony leapt into action, but his dinky wooden sword was completely ineffective against the vicious Nidoking, and he suffered injuries that he still bears the marks of. With his last words, Tony's uncle told him he was proud of him for being so brave.
Since then, Tony has been distrustful of Pokemon, preferring to rely on his own strength instead. His father sent for him to return home, but Tony asked to stay in Pallet Town. He had resolved to master the art of the sword, so that he wouldn't have to see anyone get hurt ever again. Professor Oak offered to give him a place to stay, which he accepted, though he was still wary around all the Pokemon in the lab.
Since then, he has been training his body and mind, as well as practicing his swordplay, hoping to never see anyone get hurt again. He takes personal blame for the recent assassination attempt, lamenting that he came so close to losing another dear friend. He has spent more time in the lab since then, hoping to protect Professor Oak in case something else happens. He often observes the Pokemon, hoping to learn more about them and why some can be so vicious and others so docile.

Dexter is a slim teen, but he does not appear to be much less athletic than most of his peers. He has shaggy black hair that he doesn't care to style. He likes to wear long-sleeved shirts and jeans, even though his friends tell him that shorts are so much more comfy. He doesn't wear glasses, but he does keep a magnifying monocle on a necklace that he uses to scrutinize various technological devices, a habit that tends to make him stick out a little. Personality:
Dexter is an intelligent young man, but he does not fit the "book worm" stereotype. He has advanced quite quickly in his Pokéball studies, but he prefers a hands-on approach to learn about his craft. He does enjoy reading, but he prefers to read books about philosophy and the memoirs of revolutionary individuals like Prof. Oak. He is a rebellious young man, and he resents the stuffy rules introduced by Lance. Background:

Dexter’s parents had always had one plan in mind for their child: getting him a good job. Their humble beginnings in Pallet Town taught them the importance of stable employment. They disliked the small village, but they had their menial labor occupations there and they had little potential for advancement. If their son was to have a good life, he would have to escape the narrow walls of Pallet Town. He turned out to be a very intelligent child, and he was good with his hands. When Lance subsidized the Poké Ball trade, they saw an opportunity for their boy.
Dexter's parents love him dearly, and only want the best for him. They know he has great potential, and feel that life in Pallet Town would limit him. So they apprenticed him under one of Professor Oak's assistants.
Dexter didn't hate his job or his study. He did find Poké Ball technology to be fascinating, so he didn't resent his assignment. His master, Dr. Frentic, had more book smarts than actual experience, which cause the doctor some frustration when Dexter did better work than he did. Dr. Frentic often punished Dexter for his ability, due to some inferiority complex, which sometimes backfired. Sending Dexter into the forest north of town gave the boy renewed interest in the study of Pokémon and their capture. Forcing him to read an entire tome on Poké Ball triggers gave him the knowledge to create a more efficient model. Of course, this made Dr. Frentic even more frustrated. Whenever the doctor was in one of his "moods", Dexter could always find a kindred spirit in Prof. Oak.

Esther: One day, Dexter had been having an argument with Dr. Frentic over proper alignment of Poké Lasers. He stormed out of the lab, his aura reeking of frustration and other negative emotions. He went out and sat at the water's edge, where he would often go when he was upset. He would create towers out of river rocks and topple them, imagining that he was a great force of creation and destruction. That day, Ester went out to the water's edge. She inwardly laughed when a baby Krabby pinched him for overturning his rocky home. She slowly walked up to him, and read his surface thoughts. "Stupid Frentic. He doesn't know anything. I wish I could work with smarter people, like Prof. Oak." She spoke softly and quickly. "Hey, you, cheer up." She then ran off. Dexter was baffled. He had never even spoken to Esther, and rarely even passed her in town. But, even though their conversation had been so brief, he had felt calmer afterwards. "Weird."
Corei: Dexter had once again been sent by Dr. Frentic to "gather samples" in the forest. Most likely, his mission was to get scratched by some Rattatta and run home crying. He knew his way around the trails, however, and instead decided to sit in a tree and observe passing trainers. After he had sat for a few minutes, he heard a rustling noise a few yards behind him. He turned around and saw a small boy creeping up to his tree. When the boy realized he had been discovered, he turned and ran off. Dexter had called out, "Hey wait!" But the boy didn't stop.
Rebecca: Dexter was working on a Poké Ball at Oak's lab when a Spearow crashed in through a window. He jumped, dropping the ball and cracking it. Defenseless, he backed himself into a corner. Suddenly, a beautiful young woman burst in through a side door. She used a styler to restrain the beast, shooing it out the door. She looked at him and smiled. "Bet you're glad I was here to save the day, huh? Looks like your balls dropped - too bad you couldn't use 'em." She giggled at her innuendo and ran off. "Th-thanks!" Dexter stuttered, but she had already left. "Whoa."
Kruff: Kruff actually kind of intimidates Dexter. He has never talked to her in school, and has never been to her family's breeding ranch. He is interested in her ability to tame Pokémon without the use of technology. His main field of study is all about controlling Pokémon with technology, and when someone can circumvent that, it fascinates him. He has never had the courage to actually talk to her about it.
Tony: Dr. Frentic's son, Josh, shares a similar unfounded hatred for Dexter. A school bully, jock, and ace trainer, Josh loves rubbing his popularity in others' faces. He is not the brightest bulb in the box, and Dr. Frentic once again punished Dexter by forcing him to tutor Josh. Of course, during the study session Josh did nothing but ridicule Dexter. Dexter knows he's not a weakling, but he might as well be compared to Josh. Even so, he has his breaking points. Josh mentioned how his father has a high-paying position at the lab while Dexter's father is lucky to be a janitor and his mother might as well quit her job as a street whore. At this, Dexter stood up to face Josh. Suddenly, Josh pulled out a switchblade and pointed it at Dexter's face. "Oh, I can see it now. 'I don't know dad, he just went crazy! I had to defend myself!' You're done, Muk-pile." He lunged at Dexter. A bright flash left Josh dropping his knife and clutching his hand. "What the-" Tony was standing there, his samurai sword dripping with a light amount of blood. "I-I'm telling my dad about this." Tony stared him down with his one good eye. "Not if you want to live to see tomorrow." Josh started to cry a little. "Wh-whatever man, I-I'm out of here." Dexter looked to Tony with amazement. "Dude, that was incredible! You were like, shih-shah, and he was like, 'Waaaah!' Thanks for that. It really made my day. But, I probably could have taken him." He put on his toughest airs. Tony looked him up and down, and said "Sure." Then he turned and walked away. "What a badass."

Fixed mine, and I noticed that some people may have messed up their modifiers. The stats are probably right, but y'all might want to double check the modifier rules (or maybe I need to).

Currently I'm guessing not.
It's very unlikely that anyone would know of Esther as much other than an "odd girl, quiet and a bit withdrawn, doesn't seem to make many friends," since she actively avoids using her powers whether in public or private. A lot of the visible signs of her powers appearing (random minor TK, mostly, the occasional accidental reading of other people not necessarily being visible to people other than herself) might have been remarked on in someplace with more psychics, but you don't see very many psychics near western Kanto outside of the Victory Road. It's possible if Rebecca numbers a psychic among her contacts and had reason to ask (say, enough of those odd occurrences happened around her), that person would have been able to suggest it as a possibility, so I'd leave it up to you.

I see. So, does Vermilion still have a major port, was it never built, or has it simply become run-down and unused since the Pokemon attacks intensified?
