So, we've got a callback to Draft's speech at the start of the comic. Looking back, it seems Draft also had one of those emotional pipes, but in a different style from the one in the last panel.

Was not expecting Astra to be the prefix for lightning. I guess it makes sense on some level (lighting is plasma and so are stars), but it certainly wasn't what I was expecting. Of course, I'm not sure what I WAS expecting, so... yeah.

I wouldn’t put it the comic to make that pipe have unusual properties. The tikipipe just OOOZES authority, as if it makes the wielder an unusual cross between Dumbledore and Brian Blessed.
Also, kinda late for the party here, but I love the design of Evil Mask Guy.
A stutter often only applies to a "normal" voice. Lots of stutters can, for example, sing without a stutter. I'm guessing the miracles are cast using an unusual poetic manner of speaking that doesn't trigger Nomen's stutter, and his current speech is something highly rehearsed. It's probable that Nomen's mimicking the mannerisms of whoever gave him that speech as well (the last panel seems to be fading into a flashback).

If you've watched the king's speech, he could avoid stuttering if he put things into song. Not to mention cussing in between words sometimes.
He didn't stutter when he cursed? How often did he curse ?
King's Speech:
Spoiler
It was a trick his therapist had him try by making him shout cusswords nonstop to see if he stuttered any of them. When he didn't, he had him cuss every few words to see if he stuttered. When he didn't, He would mouth cuss words while giving the speech at the end to keep from stuttering.
If you want to see more, I highly recommend it. Its a very good film.
Also, I don't think your boss will save you, Mc Mookinstine.
He probably won't, but I can see this as the start of him becoming a credible threat. I mean he was beaten by a worthy opponent, he has crazy villain hair, and he's been abandoned by his employer. This to me seems like the start of him becoming more powerful and crazy.
He could still be comic relief though... Anyway, just my thoughts.
