it looks like a schematic or instructions of some type for a two piece apparatus where there is a focus piece and then a detached receptacle. The receptacle could be the phylactery and the other piece the focus piece. It doesn't specify an object, but look like they would have to cme from the same object.
I'm going to venture that the broken dagger is the receptacle and the broken piece he is wearing is the key. Since I don't need to open the phylactery, just destroy it, I'll try using my tools to smash it.

Using your tools you manage to break the dagger into several pieces. A flash of red light appears, followed by a sharp scream and then silence. The ghost of Chamille then appears. Put the robes, book, and the circlet in my backpack, stowing the tools as well. I'm guessing that the skeleton in heavy armor is Chamille. Angus would like to carry her to town for a proper burial, so he tries to scoop her up in his arms without letting the skeleton fall apart.

I meant to grab Chamille's sword as well, but forgot to include taking it in my post. Do I need to go back and get it?
If I can retroactively assume that I have it, I'd like to visit Rothgar and thank him, then Elray and see what he can tell me about the dagger and sword.

When you get to Elray's a lovely Elven maid named Alora, dressed in a smiths smock with red hair tied in a bun says that he is not in for assessments. However, she can do one on your items.
Beautiful custom job, and very well made. Excellent attack, with a special property if I am right. At this point she throws the dagger at a target on the wall 20 feet away, sticking it square in the center. Several seconds latter you see it fly back and return to her hand. You have no idea how good of a find this is. Now the swords. Generic masterwork longswords the last time I saw them. This one (the one found in the skeleton) seems to be different though. She casts a spell. Somehow it has picked up the ability to do extra damage to undead. Not Quite holy, but still deals more damage to them.
