Scratch. Not final yet, I'm making a few last minute tweaks, Her feats were still Mantra and I'm doing as you said, making them powers instead. at 1/2 pp cost due to the ability to be nullified unlike normal feats and stuff.
XD Noel's gonna get r4p3d against anyone who can counter Haki.
edit2: So what exactly counters Haki? Should it be made into a Drawback?
Emporer's Haki counters the other two, as far as i know that's the only way to counter it. And only the Yonkou, some of the Shichibukai, and Luffy can use that as of right now in the show, so it'd be very uncommon.

Hm, a larger version of the dingey that Luffy started in with vines instead of rope, a very large leaf for a sail, and darker wood that is more rounded than normal and still has the bark, and moss for seat padding/bedding.

About twice the size of Luffy's, so i'd say 12ft x 24ft. And it has a second, lower deck as well to act as a bedroom, split to a male and female rooms.

Yep, it's the same way with a lot of Anime, DBZ is one of them, at least for Goku's immediate family, same with Bleach when it comes to Ichigo, only he actually trains for it so it makes sense. Luffy just gets a power boost because of sheer determination and creativity.

Also, while I was laying in bed watching OP between pass-outs, I looked up Shichibukai. I think it'd be perfect for us when we get to higher levels *nods*.
Well, it would be boring if we just fought Marines all the time. Going toe to toe with some pirates would liven things up a little.

Shichibukai are pirates, all of them are. Government sanctioned pirates but still.
They're "Privateers" actually, the formal name for government-contracted "Pirates" or simply "Ship" so it isn't really exclusive at all to Pirates. Its been a while since I researched golden-age pirates. And I believe the article on the shichi- said some were ex-Marine...?
But the point is the Privateers or "Shichibukai" have the most freedom. They can Pirate-ify-Pirates, bounty hunting, but they can also take of legal-legitimate jobs as well, such as contracts from the Marines or World Government.
But... It doesn't really matter. Pirate. Marine. Shichi-. Whatever.
So have fun. We'll just go with the flow, I always overthink things like that. Its the GM's job not mine.
BUT! I figured out what Devil Fruit I want in the future, preferably before we go to the Grand Line and probably one of the reasons why we finally decide we're ready. a Mythical Zoan type; Death.
M&M already supports death based abilities. It wouldn't really be any more powerful then anyother Devil Fruit, it just gives the abilities it doesn't mean its at full power.
Though Death would need Immunity: Fortitude Saves, being undead... and thats a rank 30 ability, so you can't get it until PL 30?
But this works great and I can't believe I didn't think of it sooner, the great spirit in Noel's background is supposed to be like a kind, caring, but dutiful to its job Grim Reaper.

You both hear about several bounties in the East Blue, most farther away, but the following catch your attention:
Absear, the Howler: A devil fruit using bandit that has been terrorizing a town not far away, he is well hidden and the Marines cannot locate him. Known for using the Kiai Kiai no Mi (Scream Scream Fruit) to tear towns apart searching for something. 45,000 beli.
Golr, the Black: Captain of the Black Arrow pirates, been seen in the area recently and is said to be building up a cache of treasure before heading to Loguetown. A skilled marksman and swordsman that wields seven swords simultaneously. 75,000 beli.
and Scream, the Silent: A mute man wanted for an unknown reason, he is a skilled martial artist and has knowledge of the Rokushiki. Says he is wanted alive and you will not be given a reward if he is brought in dead. Supposedly non-violent. 60,000 beli.
These are the prime targets in the area and have been reported as in the area within the last two days.
