4e has a game but it isn't like what you want (daggervale or similar it's called).
Otherwise again I can't remember the name really: Dungeons of Grimrock? it's a dungeoncrawler where you are in a sort of Prisonbreak dungeon... don't know about multiplayermode since I just tried it out and then left it there... haven't played for a year... but it could be what you want.
I hope this helps.

Actually this is for a friend's dream game but still.
The game we are looking for would be a Tactics game, (like Final Fantasy Tactics or Front Mission) but it would be multiplayer co-op.
Basically imagine 4e was a video game and a computer functioned as DM.
Does this exist? (doesn't actually need to be 4e rules.)
Edit: the dungeon crawl feel is part of what we are looking for.
So at last 2-player co-op dungeon crawling? Have you looked into Dungeon Defense?
Chronicles of Mystara is a 2D fighting / brawling game with D&D theme. It's based on the old arcade games. I saw a trailer recently and it looked fun, but I don't think it's going to be released any time soon.
I'm also interested to hear if co-op dungeon crawler games exist. I imagine a game might work in a way similar to MOBAs, with a short 15-40 minute matches with clear goals, and haracters' power levels starting low but ending high during every match.
Torchlight 2 and Diablo 2 are the ones that first come to mind. Could try Path of Exile as well - it's only as MMO as you want it to be (you can avoid interaction with anyone and it's fine).

play any tactics game, you control half the team and your friend controlls the other half. just hand the controller back and forth with the preset rule that you can only control characters a, b, and c and they can only control characters d, e, and f

Yeah, we've played most of those. PoE, Diablo etc. are great games and we've enjoyed them but not what we're looking for. The tactics game style + heroic storyline is the major concern. And no MMO is specifically to be avoided. One of the caveats is to be heroic in a world where there aren't a million other people being heroic.
Make no mistake, we're being picky about this. And actually we'd prefer 4 or 5 player co-op if we could get it. The closest we've found is Neverwinter Nights but that's real-time (ish).
I suggested just handing the controller over in tactics games and my buddy said, "Sure, but it's still just battles there is no dungeon crawl aspects like traps to find and disable or secret passages."
So thank you for your responses, but none of this is what we are really looking for.

this is kind of an obvious and just slight humorous response but.... could you guys play 4e or 3.5 or anything like that and tailor the world to fit your needs?

Have you tried legend of Grimrock? Steam even has custom maps and stuff. Still don't know about the co-op aspect...
Else finding a group to play in might be "the easier" way, if you find someone with the same preferences. I think the tabletopversion of Mortheim can emulate this too.

Sacred is MMO style and very fun with teams of up to 8 people.
If you're willing to play in an older rule system, Icewind Dale 1 and 2 are up to 6 player co-operative, and are basically the tactics editions of Baldur's Gate. IWD1 is 2e, and IWD2 is 3e though so...
There are two problems which make finding a game like that unlikely. First, tactical RPGs are basically all turn-based games, and turn-based RPGs don't usually get made as multiplayer games. Second, tactical RPGs are just a series of combat encounters set up between storytelling cut-scenes, so they generally lack anything resembling exploration, puzzle-solving, trap-finding or dungeon-crawling.

When I first heard about Conclave, it was presented to me as 4e-lite with a computer DM. What little I've played has given me the impression that its mechanics aren't as deep as Final Fantasy Tactics, but otherwise it kinda feels like where you're going with this.

It's D&D, there's a storyline, there are rules, it's CO-OP (not sure how many max players, but 6 should be fine), but you can press PAUSE. There, all the strategy you want =)

I am not certain you can pause during multiplayer, which would effectively mean, "real-time," then. It has been too long since I last attempted a LAN game of it, but I have the impression it would be quite intrusive if every other player paused all the time and the person with the fighter just sat there watching nothing happen. Assuming the command could even be reliably delivered to every other player's PC.

you can pause it even in multiplayer/lan.
Just have the whole group on Skype or something during the game, and it'll be like d&d.
The fighter's player in d&d also waits most of the time during fights.
Everyone can pause the game and everyone can restart it. it's not game-disrupting or anything. it's actually faster-paced than d&d
