Dawn rises on the mother planet of Earth, as, of course, it always does. On the moon, sunlight glitters off the sapphire domes and Dravidian stylings of the polar Varunas cities, and shines brightly upon the hedonistic pits of the Lunar Empire of the mare. In space, while the foundries of UHI toil, the glittering gems of Island 2 and Station 9 hang like emeralds in the skies. Below, on the Earth, the same sun dawns on the commercial heartlands of the west, even as it sets on the army centers and staging grounds of Turkestan. Unseen by the sun, spies and agents work dark deeds in the shadows, all for the benefit of their hidden masters. The malaise and darkness of the last century, one beset by the failure of the Old World Order and economic and environmental privation, has begun to fade, and though the world does not know it yet, an era of Total War has begun.
Ronald Carver, the current Prime Minister of the PSA, sighed heavily. He had quickly grown to dislike these meetings with the current President of the PSA. The President of the PSA was a mostly ceremonial role, but good luck convincing Joanna Crowe on that. A woman of great ambition, she had got to one of the highest positions in the country. Unfortunately, like many of the recent presidents in the last twelve years, she seemed to gain her political and public support by being a celebrity on the political stage. Intelligent though he was sure she was, she had sailed into office with her rhetoric and charisma rather than any substantial foreign relations experience.
On top of that came the ideological issues the two had. Carver was from the old People's Freedom Party (PFP) who ran on platforms of social liberty and equality. Long had the PFP been staunch rivals of the NAULP (New American Union of Labor Party) who were much more focused on economic programs than the PFP was. Crowe was neither PFP or NAULP. To Carver's immense annoyance the PFP had been forced to form a coalition to take the government in the last election. Crowe was a representative of the relatively new World's Voice Party (WVP's). The WVP was a party that favored expanding the PSA's particular brand of unity and freedom to other parts of the world- using rhetoric, economic sanctions, and even (whispered) military force and assassination to take out oppressive regimes.
As he continued to watch her talk, he ran a hand through his blond hair. What was worse was she actually believed in the rhetoric that she represented.
"Now President Crowe" he began, before she cut him off... again.
"Please" She smiled, a look that could cause a lesser man to swoon "Call me Joanna"
Carver nodded, she had told him that many times and she insisted on calling him Ron to his vague annoyance, but better look like the affair was mutual rather than one sided- no reason to give her any more ammunition for her political steamroller.
"Fine, Joanna, I just think that personally sending a message to each of the worlds political entities is something that is for others. Your job is to be a visual figurehead, not a pencil pusher. We have ambassadors for this sort of thing."
"Well it is my belief Ron that the leaders of the world will appreciate my personal approach to diplomacy, and it might make them more open to our foreign policy goals"
"That's the thing Pre-" he coughed to hide the mistake "Joanna. We can't try to badger or coerce world leaders into a message of peace and equality around the world. They just won't stand for it"
"I think they'll find it more honest coming from a person than from an automated document writer or one of the staff"
Carver took a breath... then let it out. Joanna wouldn't let this go, and why should she? She had rarely been wrong in her political career. Tall, with a deep mocha skin color, long black hair pulled back in a simple braid that fell down her back, and her earnest chocolate brown eyes he just didn't have the heart to tell her no.
"Fine"
"Now Ron I know that I-" She almost took a double-take "What?"
"I said fine. If you want to take the time out of your schedule to send a message to many of the major political entities in the world be my guest" he held up a warning finger "Do not screw this up"
She smirked and gave a little head nod "Of course'

Alistair Sleid, a member of the sprawling monolith institution of Diplomatic Corps disembarked from the plane.
''Welcome to the Federal Republic of America'', the welcoming committee woman smiled at him brightly. ''The most American place in America.''
Sleid smiled in return, tipping his bowler hat. The Federal Republic of America were very serious on their claim to represent a true successor to the USA, so after a long discussion, it was decided that his visit would start here. The long discussions about the economic and technological treaties, and about three hours of sleep per day awaited ahead, until the plane would take him to the next destination - People's States of America. Sleid was going to make several remarks about the benefits of unity and friendship, between the nations of North America, and what other two nations shared the same socialistic ideology, then FRA and PSA. Hopefully, it would make his visit to PSA more warmer and their leaders more receptive to his message.

Alsitair Sleid took finished his coffee as the plane was landing in Sacramento. The agenda for the day was thick with meetings. He was going to meet President Joanna Crowe. The Diplomatic Corps had a file on her, but Sleid prefered to rely on his first impressions.

The survey was submitted to the City Planning Committee via Poly-Net and swift action is expected to remedy the situation.

David Redmont stood at the edge of the room, looking through the large glass windows to the city below. Cars, ships and planes were moving around, signifying the flow of blood in and out of the heart of the nation. There was no smog, no pollution and for once no rain. Down there was where millions of relatively happy and satisfied people lived, worked and played, blissfully unaware of things greater than what they could grasp.
Turning to the others in the room, David stretched. Standing on the other side of a heavy wooden table were two others: Secretary of State for Defense Alice Westley and Secretary of State for the Home Department as well as Secretary of State for Foreign and Commonwealth Affairs Garan Bryne. This room, therefore, contained quite a bit of power and influence - command over one of the most powerful militaries in existance, for example.
"While our policies will remain as before on most matters, we will have to take a more active role in shaping regional politics. We must make sure that our sovereignty is not threatened. To this end, we will have to open certain carefully monitored channels of outside interaction.
For this, we will need people we can trust. I know you can supply them."

The secretary looks up and smiles at the Amurian diplomat as he enters the office. "Hello Mr. Sleid. The President is rather busy but I think that she would appreciate an interruption."
She gracefully stood and led the diplomat through a set of heavy mahogany doors which lead to a small but ornate room. The President's office had been designed as a homage to the oval office. Large (presumably bullet-proof) windows sat behind a large redwood desk. The carpet was red with the national symbol (a Californian Bear holding broken chains in its paws on a white field) was emblazoned in a seal on front of the desk and on the carpet.
Joanna Crowe looked up, blinked at the diplomat, then smiled. "Thank you Trisha, you may go." She turned her attention onto Sleid "Mr. Sleid, nice to meet you at last."

As Ashiel finished his stroke and lifted his brush. He didn't look at his work, instead carefully cleaned his tools, placing each item in its place gently before finally closing his case, rolling up the nearly blank sheet of paper and standing up. He walked silently beside a quite stream and joined a his friend Arjun who was tending a small Ginkgo sapling. With weight being at such a premium it was the best they had been able to manage with any shipping service for a reasonable (though still significant) rate.
He set the roll on a nearby stone table and crouched down.
"It is good to see the roots have taken. It was touch and go for a while. How is it getting along with the existing flora?"
"Ash, the tree will be fine. What do you need?"
The paper on the table was not acknowledge by either.
"The first conference will begin soon. I would like you to observe."
"You don't need me to hold your hand anymore. You arranged this, you can handle it."
"I know I do not need you, but I would appreciate your insight anyway. I am still very young."

"A bit late for that now Ashiel." Arjun said, a slight smile on his face. Even his twenty something face still managed to look even more boyish when he smiled.
The grass seemed hardly to bend as he rose, a feat Ashiel had yet to master. With one hand he unrolled the paper for an instant before letting it roll closed again.
"Euler's Identity is a fine topic. The edge cratering is overly blunt and the line of twilight is too long, it must terminate at the centre."

The setting was a columned gazebo surrounded on three sides by trees and on the third by a rock face with several small waterfalls flowing down it. The circular table was red Jarrah. Only one of the chairs was occupied, the others would arrive soon via telepresence. While a virtual environment would have served just as well there was something to be said about actually feeling the wind on your face.
Once the delegates had arrived Ashiel called the meeting to order and began.
"We have received confirmation from all present government of the acceptability of our proposal. The Varunas State would like to formally sign the agreements. Digital copies will be provided to all members. Should a motion be made requesting hard copy we will cover the shipping costs between signatories for physical signing as a sign of good faith.
We have already affixed our digital signature to the four treaty files. If you would all please do likewise we may continue."

As of today, the leaders of the Republic of Benelux and the United Kingdom have formed an alliance of mutual defense and protection. Anyone attacking or threatening one will have to contend with both.

Damon Hypereux was tired, though that never showed on his face. It had already been a long day, and was likely to be longer still.
"Message from President Crowe," one of his secretaries said, the voice and image coming from one of the screens set into the wall in front of his desk. "Official PSA diplomacy. Shall I send a form reply?"
A glance at the clock told him he still had five minutes before the Varunians were expecting his telepresence. "I think a more personal touch may be called for, here," he said. "I'll send her a response. In the meantime, call Director Vinn and see if she has the HSC proposal finalized, will you? I want to be able to start interest inquiries before too long."
A few minutes later, he hit send and looked at the clock again. Four minutes. Not time enough to do anything of import. For the first time since falling into bed the night before, Damon relaxed. He ran his hands through what was left of his hair, frowning as he always did at the thinness of it, and stared at the wall of screens. Images flashed and moved, numbers and charts lighting up the dark room with their Information-Age glow. He simply sat and breathed for four minutes, watching the numbers that ran his empire flow smoothly past.
"Mr. Rockwell is on Line 3, sir." the secretary interrupted his thoughts as gently as she could.
"Right, right," Damon said. "Tell him I got his message, and the official reply will be coming through more secure channels--but, unofficially, let him know that his proposal is satisfactory. Director Hawthorne will take care of the details from our end."
At exactly 4:59:59 he made the call to the Moon. It would take about 1.2 seconds to reach the Lunar meeting room where his image would join several others, all sitting around a red table, at exactly 5:00. It would be different times to the others at the meeting, of course. The different time systems used in cislunar space made lateness more a matter of perspective than anything else, but Damon had never let that stop him from being exactly, uncannily punctual.

Jack Oliver here with another update from down under! For you buggers hiding under a rock for the past century or two, Australia is one mean place.
The spiders out here are so big they have health bars!
Military:
I'm just kidding, but don't get me wrong, its dangerous here! Keeping with tradition, Australia have become steadily more dangerous with new advances in the Australian Defense Force and some throwbacks to the classics; take for instance our standard issue military boomerangs! We felt the original design of the boomerang was great for hunting but didn't quite hold out in the modern era, we call this new model the 'Kaboomerang'! Packed with plenty of explosives and more aerodynamic then a grenade, invaders are going to wish they didn't mess with the commonwealth eh? This is the only boomerang you wont want to come back, so good thing it doesn't!
Australia is the same good ol' Australia it has always been, we just have more high-technical machines now! Take for example the 'Bush-Fire' high powered flamethrower! This beauty is man-portable, high capacity and has been known to melt bricks and certain metals! That's what the teleprompter says anyway... all I know is I would NOT want to be on the receiving end of a 'Bush-Fire'.
In fact, the Australian Army has everything from high-powered assault rifle troops to our pride and joy, the scout-snipers. If you ever see an Australian scout sniper, you better take a picture because it will last longer then you will!
We have plenty of artillery, tanks and armed jeeps too and eh... some secret projects I cant mention right now.
Moving right along! The Royal Australian Navy is as strong as ever, aircraft carriers, battleships, submarines you name it! Our Navy is a defensive powerhouse, if you get past the great barrier reef then you deserve a promotion!
We can't forget the Royal Australian Air Force now can we? Unfortunately we are... ahem... lacking in recent days when it comes to air power. Most of our air-force is restricted to a ton of Paratroopers and unmanned recon planes. Most of our fighter planes and bombers serve for navy aircraft carriers. Our Paratroopers are a powerful force of nature though! We are working on dropping tanks out of planes too... we will tell you how that goes!
And lets not forget our Space-Force! Well we have no gas! Tons of coal mines but no oil refineries! If you can develop a rocket that runs on coal then good on ya mate! Seriously, we will pay ya!
Economy:
That's not to say we don't have ANY natural resources. Actually... we are top-exporters of coal, natural gas, iron, gold, wine and agricultural products of all kinds! We are loaded! Tourism is plentiful, Australians take care of their country after all!
Technology:
Much of our technology is easy on the environment, we are proud to be a green nation! Solar power and wind power is our prime source of energy and we make a lot of it! Our factories are green too, but we don't export many developed goods! The tech we do make is top-notch and environmentally safe!

Madness and Brilliance are often enough the same sides of a coin. Jack Oliver is proof enough of this. Australia had often enough been financially stable, when the country took a turn towards the contrary, Jack Oliver stepped in. If there was a coup, it ended quickly, if there was an election, no one remembers it but Jack Oliver came into power. Everyone agrees from his personality that he is off, but till present day he has remained effective! At this point no one questions what insane idea he comes up with, especially after explosive boomerangs proved effective in war!
Perhaps equally strange is his Chief of Science, Kylie Williams who tends to spend most of her time performing experiments that make people ask one question: why? At one point she tried to bring Kangaroos back to life, find the secret to eternal life in Koalas and reintroduce the extinct species of panda bears to the wild. In Australia.
The pandas are doing fine now.
She works well with Jack, often they give each other ideas. But if they have anyone to attribute their public persona to, its Yani Ankia. Japanese by heritage but born and raised Australian, she is not insane. She is head of foreign and interior relations. Its not very hard to imagine that this was a busy job up until she got a team of assistance to handle the phone calls. She is also the ambassador of Australia for the purpose of summits.

The monitor switches to a live feed of the Panda exhibit. Screams can be heard in the exhibit as a Panda chases after a wildlife researcher climbing into a tree to escape from the disgruntled bear's wrath. The feed cuts when the guards ready tranquilizers to subdue the gentile Panda Bears.
"... Aren't they adorable blood-thirsty killing machines?" Jack Oliver exclaimed.
"Nice save Mr. President..." Yani replied sighing at the situation.
"Mistakes happen, these creatures have been extinct for quite some time, we are prone to make misjudgments about their nature." Jack Continued. "Moving right along, we feel it is time to expand our markets, particularly our strong suite, exports! "Mr. President, if I may add, it is on the agenda to work towards the development of biofuels and safer forms of energy striving towards the complete replacement of fossil fuels." Yani added.

Waiting to Greet Xun Tong as she gets off the Plane, is a Grim in a Silver/Gray Uniform. "Honorned guest, I greet you. I am Out-Lord Everwind. The termenial entrance is this way.." He leads Xun Tong to the Termenial elevator shaft, and opens the doors. "Most of our buildings are underground, to take advantage of the geothermal heating, which is the most practical here in Antarctica." After going down 30 meters, The Elevator stops. After showing her and her lugage to her room, which has a floor plan and safty phamplet, he says, "Honorned Guest, you have arrived a day early, the auction wasn't schuladed to start untill tomorrow eveing. If there is anything we can do for you in the meantime, your wish is our command." He then bows, and leaves.

Unlike most of the previous heads of the Psionics department, Karissa was in the room while the testing took place; this particular experiment wasn't one of the worse ones, but the person was rather nervous - and, really, Tirya couldn't be blamed for it, considering the fact that it still wasn't at all pleasant - and as she was the one responsible for it, she felt a need to try to reassure her.
Of course, the scientists had pointed out to her, and she'd realized on her own, that, if the girl was a latent empath, as they suspected, having someone in close proximity to her could ruin the results... But her already being nervous definitely would, and, while Karissa wasn't entirely calm herself, which probably didn't help (though, again, it wasn't at all unjustified; if Alexi found out his daughter was one of the people being used for this, there would almost certainly be issues), this was the best solution they'd yet found.
"You'll be fine, Tirya," she reassured the girl, gently squeezing her hand, and, not entirely incidentally, covering the noise of the tech setting up the small scanner behind them that would be used to monitor her brain activity, and compare it to that of the other member of the experiment. "The empath tests aren't necessarily nice, but you'll get through alright..."
Tirya nodded, somewhat shakily, though she was considerably calmer than she'd been at the start, and, everything, including, insofar as they were going to be, the subjects, the experiment began.
In an adjoining room, a television screen flared on, showing, for a moment, nothing at all, before shifting to something designed to cause fear in the occupant of the chamber. Next came disgust, horror, grief, and just about every other unpleasant emotion.
Back in the room with Karissa and Tirya, it soon became apparent that something, at least was going on, as not only did she show signs of the same emotion the occupant of the other space was feeling to the simple observation of Karissa and the tech, her brain patterns became similar to theirs as well, which was much harder to fake, even if she somehow had been informed of the sequence of emotions, or planted something that was somehow reporting on it. And, as time went on, and the apparent connection seemed to grow stronger, while the initial emotions that the stimulus-producing subject experienced were at the same level of intensity, and those Tirya felt grew stronger, until they were experiencing the same thing, those of both began to calm more and more quickly - possibly, and hopefully, the result of an instinctive reaction on her part to try to ease what the other person was going through, using her empathy projectively, rather than simply receiving and experiencing information.

Hours after the experiment (which was repeated in reverse to ensure it wasn't entirely on the part of the person experiencing the emotions), the same vessel pulls into Grim waters, presumably having arrived for the Contractual Auction, though none of their diplomats are to be seen on deck, for the excellent reason that Karissa isn't there; she's inside with Tirya, helping her deal with the lingering unpleasantness from the experiment, and has no plans to come on deck until a representative of the Grim is at hand.
