The character is sakura, one of the "hero" side of the street fighter series. however, she's in the process of removing her normal outfit to reveal one of the shadaloo dolls, who are girls mind controlled into assassins by the big bad M.Bison

and this evil costume switch increased the amount of clothes she's wearing for once...

From the same artist who brought you "Teddy Roosevelt shooting Bigfoot with a machine-gun while the forest burns around them", "Abraham Lincoln riding a grizzly bear while wielding a M-16 and the Emancipation Proclamation", and "Ben Franklin fighting Zeus while riding a kite made of the American flag".
He has a bunch of other good stuff as well… just couldn't think how to make any of the others fit with the current theme…
