Oh my, is that Spilling Moonbeams, daughter of Seven Fingers (from Lord Demon by Zelazny and Lindskold)? It's very reminiscent of the book.
On a second glance she seems to be a kappa, but with shapeshifting immortal godlike demoness who prefers the physical form of a small Asian woman, it can be hard to tell.
The book is a nice read if you can get your hands on it. The demotivator kinda applies too, since demons aren't usually portrayed as the heroes.

It is not. It is, in fact, Nini the Kappa and her demonic boyfriend Jacob, as seen in the artwork of Humon. They... ummm... go around... harassing people for doing things they disapprove of. They do some pretty despicable things, but on the other hand they tend to limit them to pretty despicable people, but then again they tend to entrap people so they have an excuse to do despicable things to them... so yeah. Somewhere between antiheros and villain protagonists.
Zelazny's written some good stuff though. Some bad stuff, but a fair amount of good stuff.
