A chunk of metal thrown at the dragon really fast and punching a hole in an organ is probably the best way to injure a Glacial Dragon.
Ideally you would want something like an anti-tank rocket. A shaped charge designed to explode a hole through heavy armor. That would make the big monster's day horrible in a hurry.
Remember, his scales are only about as strong as steel. That's impressive, but his main form of defense comes from the fact that thermal-based attacks don't work well on him.

Sadly, I very much doubt the triplets could have gotten their hands on a rocket launcher, what with them being precisely identical to the thugs who robbed the Nexus's top weapons supplier just a few months ago. That sorta reputation tends to get you on a lot of blacklists.
^ Isn't Wenomir trying to be the "best" swordsman or something? Seems to me that if someone was training towards a goal like that, the best place to do it would be in a savage wild-lands full of dangerous beasts, where any worthy foe you defeat would be resurrected more or less harmlessly.

Now, see, Enola's main strategy at this point is to shoot enough holes in his wing membranes so that he can't fly. She figures it'll be easier to take him on when he's grounded.

Thanks! Since Xalicus is probably hanging around the Inn, he'll probably fall into it one way or another whether he likes it or not. Or perhaps especially if he doesn't like it. That's the way things go for him.
As for Kyinde, she may or may not get involved depending on whether or not something else interesting happens elsewhere first.

About this, I think it's probably best if you draw someone else into the plot. Investigative plots have never been my thing and I'm sure you could find someone that would be happy to take part. Perhaps rather than having to report it to some authority, the person that would do so could run into someone willing to help them? That way you aren't so limited in who can be in the plot.
