Eadin they have multiple personalities, kinda like when in a bad situation they tend to take over and become stronger and kinda evil?

I can't think of anything to put here.
Time lords are a species. And Mark isn't even a proper time lord. He's a human with a perfect resemblance to one and most of his memories. And the lifespan of a time lord.
He's basically human, but better. He could very easily lose in a fight to a realistic human martial arts expert. And a gunshot would kill him.

Generally, as long as you don't abuse it, nothing is banned. Time travel is an exception, since no one really wants to deal with someone actively time travelling (Jit's method isn't controlled, which is why I'm trying it. I'm still annoying people with it).

I think nearly all of my characters would lose in a fight with a martial arts expert, and even more of them could be killed by a bullet.

Actually, one of my characters actively time travels, but only in that he teleports to "whenever and wherever he needs to be" It's made for an interesting mechanic, but the character in question is so powerful even without it that I rarely use him as anything more than a plot device.
It's all a matter of how you frame things, and what limits you put on it OOC. Sure, time travel could potentially be used in very hard to adjudicate ways, but you just have to police yourself, and if you run into a grey area err on the side of caution.

Also, I think Marciano must have the most enemies of any character I've ever had....NO hates him, Elkie's family, therefore Nixa's family, Thenadier, Marty, some of AMEN, the Pay Company, and a few others I can't remember...this Spirit Engine thing will also probably make WARDEN hate his guts to, what with destroying the environment of Darkmist Forest.

I think the main problem is using Time travel for information about other characters yours should not know. The basic version of this is the "Oh we've met before," River Song style greeting. Generally you want player permission before you try anything like that.
My mage can time travel as well, my own little twist is that he can only time travel to himself in the past or future, so he mostly uses it for trolling his apprentice or himself.
