One final question: Do the zombie groups have a leader, or are they lead by Average Zombie #37?

They're all in close formation to begin with. The Zombies are fresh from the graveyard; some of them are armored, but as a unit (and they are a single unit) are unarmored. There is no leader of the horde.

Penumbra is waiting for the Abyssal to come out of the barracks; whether to chase the fleeing civilians or for some other reason. She's not going to engage someone as powerful as herself head on in an enclosed space, particularly seeing as she is an archer and not that good at close combat.
Yes we are using long ticks, and specialties are not limited by War.
Then I'm not sure we can intervene in the battle in the Barracks. It's been a couple seconds for them, and over a minute for us.

Long ticks are ten seconds each. The battle inside the walls ended in one long tick, that is to say, ten seconds.
At this point, we have four groups.
#1: Outside the walls. Isa and Regara Bisi are a Magnitude 1 group standing down fifty zombies.
#2: Inside the walls. Skandi, Rose and ten soldiers are charging out the walls.
#3: Fighting with / avoiding fighting with the abyssal are Penumbra and Sierra.
#4: Inside the walls. Child and Aya are a Magnitude 1 military unit surrounded by dead zombies.
Skandi, Rose, Isa and Regara Bisi can take out the remaining zombies, so Child and Aya should be able to interfere in the aforesaid barracks fight.
So you're *not* out of it.

Yeah, I've always hated when confronted with the fact that social combat is measured in long ticks. A forceful argument (Presence) takes minutes to deliver. It should take about twenty to forty seconds, depending on how long-winded it is.

Well, that and the mechanics just aren't that good, requiring quite a bit of rule 0.
