Forge is a mod that allows certain mods to be installedand makes sure that they play nice. If none of those mods say they need forge, then you may actually be breaking it by having it included.

The iron chests mod says I need to install Forge. I'm supposed to install it by dragging over the contents from the zip file to minecraft.jar, right? It it matters, I'm using 7-zip file manager.
The way I use to try and install them:
-After downloading the mods, extract them to a file on my desktop which contains all my mod files.
-Open up the zip files the mods are contained in using 7-zip file manager.
-Open up minecraft.jar using 7-zip file manager.
-Drag the mod files over to the minecraft.jar.
-Delete META-INF.
When I was just using modloader and the timber mod, it worked fine. When I added in the other mods and Forge, minecraft froze on the "Done loading" screen with the bar most of the way full. Then I have to delete the minecraft folder and reinstall it.
What am I doing wrong here?
Judging from this, it appears you are putting the Iron Chests mod into the .jar. If that's the case, you're doing it wrong. It specifically says at the bottom of the link you provided that you put the Iron Chests .zip into the mods folder.

I've tried something different. I've made a folder in C:\Users\Alex\AppData\Roaming\.minecraft called mods, put all the different mods and forge in there, and then dragged the contents of the ModLoader zip file into minecraft.jar. I also downloaded Simple Ores [link] so I could use the copper and silver chests. Now it just freezes on the screen that says "Mojang" before an error message appears and disappears before I can read it. Am I doing something else wrong, or are the mods just incompatible?

Mods are possibly incompatible, but that's still wrong. You do what each mod specifically says to do.
Modloader and Forge go into the Jar.
Timber Mod goes into the Jar.
Lights Out goes into the Jar.
Simple Ores goes into the Jar.
Iron Chests, however, goes into the /mods folder.

How far away from a village do they spawn? This could have unfortunate repercussions for my city when I populate it. That said, everything is solvable by sufficient numbers of Golems.
I find that its best to build a wall around your city. Keeps zombies and creepers out, and villagers in. Or to just move a breeding pair into a secure location in the sky. With a wall around the edge to prevent falling.

Oh, I already have that. And a moat. The thing is, my city is really, really big. So village borders may not correlate with city wall borders. Are these zombie swarms subject to usual spawn restrictions?

And if you build it right at the bedrock layer (at the roof) and someone edited the bedrock so it was only one layer thick, then it could potentually make a legit testificate village! (though with no day/night cycle or zombies there would probably be no point.)
