Edit for: I am wondering, if "power up" powers cannot result in a damage for the character who triggered them, than the only eligible characters for Mystique's Impersonation shouldn't be the ones with 15 hp or more? For if she would shift with someone lesser than 15, it would be the same for her as losing hp points.
This is just a doubt, I'm taking any answer Kelving is giving.
