As before, so now. The Hegemony and Utopia Project have fallen, and with them, their corrupt rule of North America. Their last remaining ally, the People's States of America, faces a desperate struggle against the autocracies of Tamoanchan and Cuba, the former of whom desperately seeks victories to shore up its military prestige after the humiliating failure of its attempt to conquer the Andean Union, and the latter with its own ambitions and dreams. In space, Blue Heaven has failed to deal a mighty blow to the nations of Earth orbit, but in turn, has escaped with little over half of its force to Earth, where they have vanished into the teeming masses of ten billion people who rely on the resources of space to feed their voracious demands. The United Kingdom gradually recovers from the nuclear bombings of the Home Isles, while the Gaul Republic, Soviet Directorate, and New Roman Empire all eye the conflict in Cisleithania with varying degrees of interest. In Asia, the fall of Turkestan, Tibet, and T.E.L.E.P.A.T.H. has left the Amur at the head of a vast and mighty coalition, while in Africa and the Near East, Carthage and Project Earth are beginning to consolidate as well. This is Total War.
A loose confederation of Romania and Bulgaria, formed in reaction to the expansion of the New Roman Empire and Soviet Directorate. Has generally sought allies to counterbalance these nations, which it views as threats.

Iberica Libre (Hostile Junta)

Generally regarded as pirates and rogues, this band of brigands operates from several Atlantic islands. In theory seeking to realise their goal of an Iberia free of Gallic or Carthaginian oppression, they are in practice very undiscriminating in their targets. More a nuisance than anything, they survive only because they're not worth crushing.

They have made multiple attempts to unify the nation, though each effort was beaten back by the warlords.
Dravidia (Isolationist Junta)

A union of the Dravidian peoples of southern India, it was the first to break away from Delhi in the economic crisis of the mid-21st century. Since then, it has expanded southward liberating the Tamil people of Sri Lanka (and subjugating the remainder), but has declined to restore order in central India. Instead, it has maintained a significant military force and a powerful secret service to root out any Hindi sympathizers.
Bengal (Communist Democracy)

A Communist state in east India, the central authority brought about by the unification of West Bengal and Bangladesh brought power and prosperity to both nations. Maintaining themselves against warlord raids from the east and west, ongoing oceanic encroachment from the south, and threats from Tibet in the north has contributed to a siege mentality, however. Their one attempt at a march on Delhi failed ignobly, and they have not tried again.
A liberal republic formed of the federation of Laos, Cambodia, and the Thai remnants. Having suffered several raids from the Shan highlands in recent years, it nonetheless remains a free beacon in the region for democracy.
Greater Malay Popular Republic (Pragmatic Hostile Junta)

Frequently joked about as neither popular nor a republic, the Greater Malay State formed out of the union of the Indonesian archapelago with Malaysia, New Guinea, and several Melanesian islands. After unification, Korea turned inward, pursuing autarky and self-reliance. It maintains friendly relations with China, its closest neighbor, and with them, was among the first to recognize the Amurian Technocracy.

The loss of its outlying territories to Turkestan, Tibet, and Mongolia rankles sorely with most Chinese, especially as all of these territories have (or had) Han majorities. Empire of Japan (Pragmatic Junta)

The Diet exists, but purely as a consultative body. Technologically advanced, Japan tends to maintains policies of convenience.

A mercenary and espionage consortium known for the integrity of its dealings. Effective in a wide range of police work, their headquarters are on Cesky Transit Station in NEO.
Blue Heaven (Hostile Terrorist)

A terrorist organization with operations throughout cislunar space, Blue Heaven is hostile to what it views as the exploitation of pristine resources in the heavens. All nations in the Total War game, whether PC or NPC, are described by six stats that together determine their relative abilities in their respective overall fields of expertise.
Military (MIL): Your raw military might and force. Critical for the defense of the nation against physical threats, it is somewhat less useful in times of peace.
Economy (ECO): Your industry, trade, GDP, and general net flow of wealth through the nation. Useful in building up resources of all types, but rarely exceptional.
Espionage (ESP): Your internal and external intelligence agencies, services, and other...discreet sources of information. This is your key to any and all forms of covert action.
Technology (TEC): Your brain trusts, hot labs, quality of education, and general level of technological development. Useful in paradigm shifts through the development of new, revolutionary technologies.
Morale (MOR): The general opinion of your nation in the eyes of its own people. A high Morale will enhance the operation of your military, economy, and technology stats, while a low Morale will decrease their functionality and render you vulnerable to enemy espionage.
Reputation (REP): The general opinion of your nation in the eyes of other nations, and the people in those nations. Warmongering without a good reason and other rogue state behavior will decrease this stat, while a high value in this stat will further permit friendly relations and diplomatic cooperation. Individual NPC nations may also view reputation in different ways, and will generally remain conscious of the overall strategic picture as well.
The Morale and Reputation stats for each nation will always be publicly posted at the start of each turn, as will a Defensive Espionage stat derived from your Morale and any ESP investment in your nation's defense in the previous turn. Your remaining stats will be considered private, and will be sent privately as a part of your EoT Report Summary.
Every turn will encompass six months in peace-time. End Of Turn will occur at the deadline posted in the initial post of the OOC thread and at the start of each turn. Every player nation will submit an End Of Turn Report by this time, detailing the actions they wish to take in that turn. Your actions are limited only by your imagination, though what results may come from these actions may run into other constraints, such as other players or physical circumstances that preclude them. Results will be determined by GM based on your description (but don't think this means you need to go into fine and exhaustive detail of every particular; fiddly micromanagement can derail a plan just as effectively as anything else), resources invested in the action, opposed actions by other players or NPCs, and random chance (via die rolls). Responses to EoT Reports will be sent out by Monday, but the new turn will not begin until after a public post is made summarizing the (public) events of the previous turn.

Diplomatic correspondence should be generally public in the thread, located in spoiler tags and addressed to the destination, but I will not require this to be the case for PM-level communication (generally, high-level diplomatic talks or other face-to-face meetings held in the strictest confidence). In order to read any message between other nations, the value of the lowest defensive espionage of the nations involved in the message must be exceeded by your espionage stat.
Economic Warfare

Economic warfare will be governed by similar rules to military warfare. By investing t.ECO points on a given turn, you will attempt to subvert, disrupt, and seize control of the ECO points of another nation. This can be fended off by a combination of ECO and MOR. As with military operations, your involvement can be hidden or a false-flag operation implemented with the additional use of t.ESP points.
Multi-turn projects

Projects can get expensive, and won't always be finished in one turn. You can invest MIL, ESP, ECO, and TEC over up to 4 turns (2 years) into a specific project; when the project is complete, the cumulative amount is used to determine success. MOR and REP cannot be used in this way; as volatile descriptors of your nation's view, they will decay over time.
Peaceful NPC Annexations

When trying to take over NPC nations, you'll basically do so by co-opting their stats. You don't get to use these co-opted stats yourself directly, but co-opted stats work at a reduced effectiveness against you, and once you control enough stat points (50%+ of the total point distribution), you can make a bid for total control, whether it's a coup (co-opted MIL/ESP), hostile takeover (ECO), or mass uprisings (MOR/REP). Success will depend on the degree to which you have secured control; a nation that has been entirely co-opted will be unable to resist, compared to a nation with half of its stats left to work with.
Investing in another nation's stats automatically co-opts any stats gained as well, and is considered friendly. Putting your funds to the defense of an NPC nation against enemy action may also result in co-opting stats, if you succeed well enough.
Stat Burning (Removed Turn 11)

Stats may be burned either to destroy another nation's stats directly or to increase your own stats. In the case of destruction, one MIL or ESP stat can be burned to destroy one opponent stat points in MIL, ECO, or TEC, representing a strategic nuclear arsenal, kinetic launchers, or other extremely powerful weapons. In the case of increasing your own stats, you need to burn two of your stat points to increase the stat you desire by one. These should typically be only used in emergency situations, due to their significant cost.
Shipping Stats Between Planets

Different engines have different capabilities born of their particular design parameters. Fusion engines are efficient and flexible, while beam propulsion is limited in mission count, but due to a lack of need to carry the propulsion system on the sailship, can achieve greater cargo capacities. Each engine type may carry a certain number of stats per turn for free; beyond this, a surcharge is necessary due to inefficiencies.
Fusion Engine 1: May ship 4 stat points free per turn. Additional stats cost 1 ECO per 4 stats. Unlimited missions.
Beam Propulsion 1: May ship 6 stat points free per turn. Additional stats cost 1 ECO per 6 stats. Limited to one mission per stage of enhancement.
Mission ETAs will vary based on engine type and cargo, as well as destination. They will not vary due to planetary alignments (though they should), because I don't always have access to an orrery. Also, building stats on or around other planets will initially be more difficult than on Earth.
Obscuring and Inflating Stats

Players may obscure or inflate their public display of the four infrastructure-based stats (MIL, ESP, ECO, TEC). Significantly cheaper than a direct increase in these stats, this can be useful in circumstances where a player wants to look more dangerous or powerful than they actually are, or conceal their true strength. One point of ESP invested for this purpose into a specific stat can either artificially increase or decrease a stat's public value by one stat point, and will act to maintain this through opposed die rolls should any nation attempt to inveigle the true stat value available through ESP. MOR may be used for propaganda efforts, but will not provide any defensive value.
Stats may be inflated to 125% (rounded down) of their actual total, or obscured to a minimum of 75% (rounded up). Inflated or obscured stats will remain, regardless of upkeep, unless discovered by another player through ESP or traits. Stat inflation or obscuration will not aid in stat growth; they essentially boil down to fudging numbers, balloon or paper armies, artificial wealth inflation, and the like.
I prefer to think of it as a strategic retreat from a much larger army, not a fall. Hard to fall into space, after all.
Speaking of space, Caerchabel, when I get it fixed, will be in the same orbit as Windsor was, right?

"Counterweight" (Southern Federation): GEO, counterweight assembly for the Ecuador space elevator initiated by Tamoanchan and captured during the war. Operated by a joint initiative by the Southern Federation, Andean Union, and Brazil, but I listed it as Federation due to being the only PC.
Island 2 and the combined Hypereux constellation are the largest by far, spanning around 10-20k people. Melpomene and New Gaul are the next largest in the low thousands at the most (though New Gaul has been growing of late), and the rest tend to be far smaller in scale.
Interesting, since I was informed by someone that the reason for being rejected by the UON was that the Gallic station was only the size of the ISS.
Next question, do we have an international stock exchange system?

No. Like today, there's still a bunch of national stock exchanges that are on talking terms. There hasn't really been such a global push to replace every single stock exchange with a single international version, nor any reason for such consolidation either economically or politically. This way, each stock exchange can still make its own determinations for which stocks to list, and the market manipulations that come of stock exchanges that open and close for the day at varying times based on their location still exist.
Oh, it's all falling in space. Orbits are nothing more than falling with style, or alternately, the Douglas Adams school of flight.

The ISS is 72.8m long and 108.5m wide. It has a full crew of six, compared to the 'low thousands' for New Gaul. So New Gaul would, comparitevly, be around the size of the USS Ronald Reagan, not including the massive solar arrays.

As for the defense arguments, I think the first one is funny because not a single military target was hit or targeted by any of the nukes, and the third one is funny because Utopia Project did not sign the ceasefire agreement everyone else did and those raids happened during wartime, nor did I even intend to hide anyone's involvement (so because points were wasted on doing that what happened was we took out less statpoints than we were supposed to.)
