I figured that the Gear's Chosen becoming a PC would disrupt a lot of things, but I also figured it wouldn't be any more dramatic than a lot of the other stuff that happened this turn, so what the hell. My apologies to those who are shocked by the sudden appearance of a new threat right on their doorstep, but it's not like the Chosen wouldn't have been heading that way eventually anyway.

It means that you have access to all the blueprints and holy books of the Esoteric Order, but you haven't built any of them yet. Most of their designs are inefficient and strange, due to the restrictions imposed upon their engineering by their holy doctrine, but some of them look like they might be of use.
I've gotten a couple of questions about some of the numbers in the EoTs this turn, which reminded me that I forgot to tell you all that I was putting stat caps and Influence into the usual list of stats in the EoT results. INF is your current Influence. To reiterate from the OP, you get 1 for every 3 neighborhoods under your control, as well as bonuses for controlling an entire district or for controlling certain special locations (Daisong Palace, Traitor's Bridge, the Harrowing Fields, etc) and for a few other things mentioned in the OP. The stat cap numbers are presented as #/#, where the first number is the sum of your MIL, WEL, ESP and MAG stats and the second number is the maximum amount of those stats that you can support. Your max stat cap is equal to twenty plus two for every neighborhood under your control, with bonuses for district control and certain traits.

Considering she didn't really start with any other stats, and spent every turn improving Magic to the near exclusion of everything else...yeah. She's got terrifying magical power, but she's been paying for her lack of Espionage and Morale in the recent conflict.

I'll need a minute to respond. Working out the total stat points of the city when rebuilt.

Thats enough for 31 stat points for every faction.
Not including a theoretically infinite amount of morale and reputation.
How'd you get that number, out of curiosity? My calculations gave me a base stat cap of 530 (85 neighborhoods with 2 per neighborhood +20 for each of 18 current players). Of course, even that number is off, considering that stat caps can be increased and decreased by events in-game (for example, the destruction of Dogma) or by traits (Sausage Guild's Expanded Tunnels).
